The Legislative Services Advisor supports Council and committee meeting management, legislative drafting, municipal governance special projects, and internal and external education. By providing expertise on governance and policy, you will contribute to decision-making by the City Council. The Advisor leads key municipal governance projects that involve multiple departments and often have tight deadlines, ensuring the needs of Council and Administration are met.

What will you do?

  • Manage Council and Committee meetings, including providing procedural advice and drafting motions
  • Schedule Council and Committee meetings, manage the Council calendar, and ensure compliance with relevant bylaws and legislation
  • Oversee meeting technology, including establishing procedures
  • Review Council and Committee reports for compliance and accuracy
  • Provide legislative drafting services, including preparing reports, policies, and bylaws
  • Conduct research and analysis on municipal governance and legislation
  • Review and update Council Procedures and Committees bylaws
  • Assess the impact of external policy and legislative changes
  • Develop and deliver training on governance and report-writing for Councilors, Administration, and the public

Qualifications:

  • University degree in public administration, policy studies, law, political science, or a related field
  • Supplementary education and experience in local government, municipal law, or administrative law
  • Minimum of three years of progressively responsible and diversified experience in a complex and multi-disciplined organization, preferably government, in the areas of operational research, policy development, strategic planning, or project management

Assets:

  • Meeting management experience
  • Experience with meeting management technology

Skills required for success:

  • Working knowledge of the Municipal Government Act, City of Edmonton bylaws, Robert's Rules of Order, political systems and the City of Edmonton as a corporation
  • Ability to write reports for City Council and Council Committees
  • Knowledge of policy process re-engineering
  • Ability to work under pressure and meet strict statutory deadlines
  • Strong language, research, strategic, and organizational skills
  • Advanced knowledge of computer applications
  • Analytical, communication, interpersonal, conflict resolution, and negotiation skills
  • Alignment to our Cultural Commitments and Leadership Competencies

  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite.

Hours of Work: 36.9 hours per week, Monday through Friday

Salary Range: $76,660.43 - $109,514.89 Annually
