Position Overview:
The Learning & Development Specialist reports to the Manager of Organizational Development and Learning to curate and implement corporate learning and development programs, administer the City’s Learning Management System and contribute to other strategic City of Kitchener talent and learning programs.
Responsibilities:
Learning Management System Administration
- Administering the City’s Learning Management System including structuring groups, programs, eLearning modules, assignments, access levels and other settings
- Identifying and implementing solutions to support system administration of complex legislated learning programs to ensure compliance
- Ensuring learning records and system information are accurate and confidential
- Providing strong customer service to support system users and client groups, and trouble-shooting errors/issues
Corporate Learning & Development Sourcing and Consulting
- Curating a catalogue of learning programs including effective sourcing and delivery of professional development, legislated training and training related to strategic priorities
- Offering advisory services and making recommendations to internal customers seeking learning solutions to meet local work area needs
- Supporting internal customers who are developing their own learning content by guiding them through appropriate instructional design steps
- Project managing the development of strategic learning program, including identifying needs, sourcing vendors, administering implementation and evaluating program success.
- Ensuring learning programs incorporate adult learning principles to meet the varied needs of our workforce
- Contributing to learning events by identifying needs and sourcing facilitators to deliver programming
- Full-cycle vendor management
- Conducting program evaluation/measurement informed by learning competencies and outcomes
Project Management
- Defining, planning, implementing and managing multiple projects simultaneously using project management methodologies
- Coordinating among multiple internal and external parties through all stages of learning program development, and systems implementation
- Communicating effectively with all levels of staff across the organization to gather requirements, conduct needs assessments, and share project updates and outcomes
- Other related duties as assigned
Requirements:
The ideal candidate will possess the following experience, education, skills, knowledge and attributes to be successful in the role:
- 3 year degree/diploma in Business, Human Resources, Adult Learning or a related field, with 2 years related and relevant experience, including experience with the implementation of learning programs
- Demonstrated experience administering a Learning Management Systems (LMS)
- Knowledge of adult learning principles and instructional design
- Proven ability to manage multiple projects at once, providing direction and support to team members, and prioritizing work effectively
- Demonstrated attention to detail, and highly accurate in managing data and records with ability to maintain confidentiality
- Ability to effectively serve internal customers accessing learning systems and program, with strong interpersonal skills to manage relationships with client groups with learning needs
- Familiarity with Human Resources practices especially with respect to legislated learning requirements
- Experience with eLearning module creation is an asset
- Experience with HRIS is an asset
- Proficient with MS Office

- 2-Year Diploma (or 2-Year Specialized Post-Secondary Program) with minimum 4 years’ related and relevant experience OR
