Job description

Petro-Canada Lubricants Inc. (PCLI), an HF Sinclair company is seeking a full-time Learning Analyst. The Learning Analyst has the overall responsibility for effective administration, maintenance, development, coordination and continuous improvement of processes and practices for Learning and Operational Excellence at the Mississauga Lubricants Facility.

Supporting Mississauga Operations (Learning) and legacy PCLI (Document Control).

Focusing on coordinating instructor led site safety training for employees and contractors, executing learning processes for Operations employees, business-critical processes and business-critical records management.

The position requires the ability to thrive in a fast paced and multi-priority environment, while maintaining attention to detail and meeting deadlines. The Learning Analyst must be adept at prioritizing work and working independently, while also being comfortable collaborating in a team environment and as a service provider for the business.

Job Duties

  • Maintain TIPS database
    • Perform key document tasks to ensure the development, revision, review and archiving of procedures following the TIPS administration process and provide timely reporting to leaders, at the frequency prescribed by the process.
    • Work on continuous improvement projects with the Manager, Learning and Operational Excellence, to find more efficient document control processes.
  • Learning Management System:
    • Develop, evaluate and maintain curricula
    • Maintain relevant information in Training Matrices
    • Subject matter expert in the LMS, providing guidance and support to the Operations organizations
    • Maintain learning database, including creation of new course codes and course content, documentation of training and certification completions
    • Consulting/Planning for System Changes/Additions/Problem Solving, as required
    • Develop reporting, as required, to validate compliance to required training
    • Coordinate with Corporate LMS Administrator on needed functionality changes, enhancements, additional features, etc.
    • Assist in development and maintenance of course evaluations
  • Coordinate in person training in collaboration with Site Safety Trainer
    • Coordinate instructor led site safety training with PCLI site contact and contractor contact(s), in accordance with the Contractor Expectations Manual, including number of classes, participants, location of training, timing etc.
    • Consult with stakeholders to assess needs and to coordinate training delivered by external providers (e.g. Forklift, Ministry Working at Heights, Mobile Elevated Platform)
    • Validate pre-requisite training requirements.
    • Drive continuous improvement in training delivery process, including proactive needs assessment, communication to employees and efficient classroom management and registration
  • Participate in and represent the Company’s interests in all internal and external site audits, producing requested training program information and documentation including policies/procedures, materials, records, etc.
  • Responsible for completing and maintaining all Learning related KPIs
  • Support learning and development projects and initiatives from planning through implementation
  • Provides vacation coverage for the Operational Excellence Analyst position, in the Learning and Operational Excellence Department

Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.

Experience

REQUIRED EXPERIENCE:

  • A minimum of six (6) years of job related experience required

PREFERRED EXPERIENCE:

  • Experience working as an internal service provider for an industrial business preferred
  • Experience administering in Document Control and/or Learning Management Systems preferred
  • Experience working in and developing web-based content
  • Experience with handling business critical records
  • Experience developing training materials

REQUIRED EDUCATIONAL LEVEL:

  • A minimum of a High School Diploma or equivalent is required

PREFERRED EDUCATIONAL LEVEL:

  • Post-secondary education in business, health and safety or a technical field

  • Excellent attention to detail and proven track record of accuracy
  • Strong knowledge of Windows and the Microsoft Office suite of applications, especially spreadsheets, presentations and word processing applications, and be adept at learning new software programs
  • Ability to problem solve daily, exercising sound administrative judgement with a sense of urgency and in the absence of supervision
  • Excellent ability to proofread, edit and format complex documents
  • Effective communication skills – both written and verbal communications, both in-person and virtually
  • Excellent judgement and discretion in handling confidential and sensitive information
  • Diplomacy, confidentiality, and the ability to prioritize
  • Self-starter with the ability to work in a collaborative team-based environment

PREFERRED SKILLS:

  • Technical writing skills
  • Able to develop training delivery tools and learner assessment tools for training initiatives
  • Experience working in a Learning Management system, as well as developing content in SCORM format
  • Experience working in and developing content in SharePoint
  • Experience working in and developing content in Visio

Work Conditions

  • This position is located in a 24/7 manufacturing plant and at times experiences increased workload during a compressed period in advance of or upon completion of planned major outages for maintenance purposes.
  • The incumbent works in an office environment. A large portion of the work requires sitting long periods at a computer terminal performing data entry.
