IT Security Administrator:

  • Employer: Family and Children’s Services Niagara.
  • Reporting to: Director of Information Technology Services.
  • Location: St. Catharines, Welland, Niagara Falls.
  • Salary: $41.92 - $51.00 per hour, benefits package and pension plan.

POSITION SUMMARY:

Reporting to the Director of Information Technology, the IT Security Administrator is responsible for the effective provisioning, installation/configuration, operation, and maintenance of IT security hardware and software and related infrastructure. The IT Security Administrator develops and implements a cybersecurity governance program, security plan, policies, and risk management framework; monitors networks and systems, detects security threats and provides specialist technology solutions and expertise in the cybersecurity field.

KEY RESPONSIBILITIES:

  • Implement and maintain the Security Infrastructure (Firewalls, IDS/IPS, AV, SIEM, Event logging, etc.)
  • Monitor systems, software/applications, and servers to stay ahead of emerging threats.
  • Participate in security investigations and assist during incident response and recovery activities.
  • Maintain and monitor all Business Continuity and Disaster Recovery Systems and Procedures.
  • Conduct, assess, and action vulnerability scans, penetration tests, and threat risk assessments.
  • Provide support to internal teams with security concerns and security incident reports.
  • Assist in developing and maintaining policies, procedures, technical standards, and methods as it relates to security administration.
  • Provide maintenance, support and troubleshooting for Microsoft 365 (Exchange, Teams, Intune, SharePoint), servers, Azure Cloud, VMWare, switches, firewalls, computers, mobile devices and peripherals.
  • Monitor network to ensure network availability to all system users and perform necessary maintenance to support network availability.
  • Manage all Windows Servers (Windows 2012/16/19/22) and ensure their availability, integrity, and security including installation and/or system recovery.
  • Apply OS patches and upgrades on a regular basis upgrade administrative tools and utilities, configure/add new services.
  • Monitor all PCs, Servers, and Mobile Devices to ensure security and compliance with the agency policies and standards.
  • Maintain existing hardware and accessories to ensure optimal operation.
  • Perform other duties as required.
  • Contribute to and maintain IT system standards.
  • Research and recommend innovative and where possible automatic approaches for the system and security administration tasks. Identify approaches that leverage our resources and provide economics of scale.

Operations and Support:

  • Perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, system and reviewing system and application logs, and verifying completion of scheduled jobs such as backups.
  • Daily scanning, implementing, and maintaining information security tools and documentation.
  • Provide Tier III/other support per request from various customers/locations. Investigate and troubleshoot issues.
  • Repair and recover from hardware or software failures. Coordinate and communicate with the impacted customers.
  • Maintain the software compliance for FACS Niagara.

Maintenance:

  • Apply OS patches and upgrades on a regular basis and upgrade administrative tools and utilities.
  • Configure/add new services as necessary.
  • Upgrade and configure system security software that supports FACS Niagara infrastructure.
  • Maintain Block Lists and Allow Lists for our various in-house rules.
  • Maintain data center environmental and monitoring equipment.
  • Monitor regular security access and vulnerability diagnostics and remediate any risks/issues.

Leadership:

  • Provide excellent communication and interpretation with stakeholders which involves terminology or concepts, and regularly provide advice and recommendations on complex issues, in a manner that the stakeholders will understand.
  • Works in and ensures that staff work in a manner consistent with the requirements/regulations of the Occupational Health and Safety Act, and FACS policies and procedures.
  • Exemplifies and inspires behaviours, actions, and attitudes that are consistent with FACS's vision, mission, and values.
  • As a member of the Management Team, participates in the development and successful implementation of the Strategic Plan.
  • Provides leadership for the operational success of the Technical Services Department, and provides supportive leadership through periods of change.
  • Promotes integration of activities across portfolios and monitors achievement of objectives.
  • Articulates and constantly monitors the efficiency and effectiveness of the workflow processes to ensure the highest level of service is being provided.
  • Reviews, assesses, and/or recommends policies and programs that best meet the needs of the Technical Services Department.
  • Provides leadership to internally designated work groups, programs, and/or committees.
  • Provides excellent quality customer service with a high degree of confidentiality.

Relationship Management:

  • Represents FACS in conferences and meetings.
  • Collaborates with stakeholders in the implementation of department plans and programs.
  • Develops and maintains collaborative relationships both internally and externally to ensure the most effective services are provided.

Other Related Activities:

  • Identifies IT Software requirements in relation to enhancing the security confidentiality of agency equipment and data.
  • Ensures own staff expenditures adhere to FACS policies.
  • Strives to meet or exceed all accountabilities and achieve continuous quality improvement and excellence in all activities and outcomes, in relation to cybersecurity.
  • Continually participate in learning/education to maintain and update skills and knowledge.
  • Assists in training and orientation of peers.
  • Performs other duties as required.

EXPERIENCE AND EDUCATION:

  • Degree or diploma in Computer Science, Information Technology, or related studies.
  • Additional 3 years of IT Security and networking-related experience required.
  • A minimum of 3 years experience with maintaining security solutions.
  • A minimum of 3 years experience with Antivirus, SPAM Filtering, and Firewalls.
  • Experience working intimately with Security Information and Event Management Systems.
  • Experience with Microsoft security solutions (Defender, Sentinel, Security Centre, etc.).
  • Experience with computer network penetration testing and techniques.
  • Ability to identify and mitigate network, web application, and software development vulnerabilities and explain how to avoid them.
  • Understanding of patch management with the ability to deploy patches promptly while understanding business impact.
  • Working knowledge of IT Compliance, Standards, and Frameworks.
  • Experience with incident response, forensic analysis, and log file analysis.
  • Knowledge of Windows server OS, Linux/UNIX Operating Systems, and command-line tools.
  • Experience with M365 (including but not limited to Exchange Online, SharePoint, Teams, Intune, Security & Compliance, etc.)
  • Experience with VMware Suite (V Centre, VSAN, and VM Network).
  • Scripting (PowerShell and Batch).
  • Experience with networking (Setting up VLANs, ACL, Routes, etc.)
  • Valid G Drivers License and access to a reliable motor vehicle with appropriate liability insurance required.

SKILLS AND ABILITIES:

  • Excellent knowledge of current personal computer operating systems, networking, email, Office Suites, communications, desktop publishing, and database concepts.
  • Excellent skills and experience in problem-solving networking and office automation configurations and applications.
  • Excellent ability to use MS Office Applications (e.g. Word, Excel, PowerPoint, etc.) and to direct and guide others on the usage of the applications.
  • Excellent ability to make decisions of sound judgment, often in a time-sensitive business situation.
  • Excellent ability to think analytically with attention to detail in the presence of frequent interruptions.
  • Excellent project management, time management, multi-tasking, and organizational skills.
  • Excellent written, oral communication and interpersonal skills providing articulate, constructive, meaningful, and timely interaction at all levels with the ability to make complex issues understandable.
  • Excellent communication skills to provide instructions and guidance to staff concerning Technical Services activities, challenges, and questions.
  • Highly detail-oriented.
  • Ability to deal with highly sensitive and personal information in a confidential manner, acts with integrity and trustworthiness.
  • Solid written documentation skills that are clear, thorough, concise, accurate, and timely.

  • The ability to communicate in French or another language is an asset.
