Overview of Responsibilities

The IT Project Manager is responsible for the management and delivery of a diverse suite of IT-related Work Requests and Projects to support and evolve the technology systems and services of our Business Partners. Operational accountabilities include Relationship Management with internal and external stakeholders, people management of direct reports, core project teams, extended project teams, operational teams, and contract management of vendor solutions.

Assignment Duties

Project Management

  1. Accountable for all aspects of project management; including planning, monitoring and controlling, implementation, delivery and maintenance of information technology projects.
  2. Accountable for proactive risk management and problem solving to address technical issues in IT Projects, work requests and operational management.
  3. Accountable to implement IT solutions adhering to Project Management methodologies, frameworks and best practices (e.g. Waterfall, Agile, Scrum, Kanban, Lean, etc.) as well as Software development lifecycle (analysis, design, development, test, quality assurance, and implementation and contingency support) to achieve business objectives and strategies.
  4. Accountable to provide leadership, coaching and a positive team environment to IT Project and Operational teams which may include Project Leaders, IT Specialists, Business Analysts, Application Developers.
  5. Accountable to build and manage relationships with core and extended project teams including Business partners, Vendors, and internal IT teams.
  6. Accountable to engage with IT Portfolio Manager, Business Partner and Sponsors to ensure that Program is provided with the appropriate resources, priority and proactive issue/risk management.
  7. Responsible for collaboration with IT and Governance bodies to ensure the program’s continued alignment with IT, Business and strategies.
  8. Responsible for the full lifecycle of multiple concurrent IT projects to deliver results within time, budget and quality standards in accordance with project base lined schedules.
  9. Responsible for Business Analysis including requirements gathering and analysis.
  10. Responsible to lead cross-functional IT Project teams in the successful planning and implementation of project deliverables; IT, Business, Procurement, Legal, Privacy, Risk, Accessibility, Health & Safety and external Vendors.
  11. Responsible to build, manage and maintain Vendor relationships for successful delivery of Program components.
  12. Responsible for planning, forecasting, managing and executing the IT Maintenance and Support operating budgets for the assigned lines of business.
  13. Responsible to manage project budget including forecasting expenditures and monitoring and controlling expenses and approvals of resources and payments.
  14. Responsible to coordinate all resources including IT security, Legal services, Privacy office to ensure compliance to the highest standards.
  15. Responsible to facilitate and coordinate all initiatives from our IT partners.
  16. Perform other duties as assigned.

Operations Management

  1. Lead and support team of IT specialists to support incidents to ensure service levels are met.
  2. Pro-actively communicate status including quality and performance metrics of all work in progress to all stakeholders.
  3. Explore innovative ways to improve service support and efficiencies.
  4. Comply with all Information Technology service levels, change and version control, systems development methodology, standards, policies, audit and financial controls.
  5. Support day to day operational activities.
  6. Respond to and resolve incidents reported by business users via Service Management tool.
  7. Create and maintain comprehensive operational support documentation.
  8. Collaborate with IT staff, stakeholders and vendors for management of ongoing system support, business work request requirements, ensure quality and timely implementations into production.
  9. Manage development and enforce software development standards and best practices with the overall System Development Lifecycle (SDLC).
  10. Considered the point of contact, person to find solution, go to person, the front face of IT to the business for the assigned clients and their business applications.
  11. Manage Work Requests from clients.
  12. Perform IT-related system administration within business applications to configure required functionality.
  13. Decommission business applications that are no longer required.
  14. Maintain inventory of business applications and associated vendor support details.
  15. Conduct troubleshooting to identify cause of technical issues in order to resolve for business users.
  16. Coordinate with IT staff, business users, and vendors to keep IT infrastructure that is required by business applications up to date.

Vendor Management

  1. Preparation of procurement documents – SOW, Business, Functional and Technical Requirements, Pricing Schedule including RFxs (i.e. RFT, RFP, RFI, RFEI, RFQ etc.).
  2. Review and evaluate vendor’s responses and demos.
  3. Partnering with other businesses; Legal, Risk, Privacy, Finance, IT Infrastructure & Architect reviews to ensure that solutions will meet requirements.
  4. Approving payments to Suppliers in accordance with the Contract.
  5. Monitoring contract spending to ensure the approved Contract value is sufficient.
  6. Monitoring expiry dates of Fixed Term Contracts and planning for new procurement processes.
  7. Ensuring Supplier performance is being managed and performance issues documented in accordance with Corporate Policy and Procedure.
  8. Ensuring that Supplier requests for Contract Amendments are justified and not in conflict with the Contract.
  9. Preparing RFC Forms when a Contract Amendment is required and attaching supporting documentation and contacting the Buyer if the approved Contract value is or will be insufficient.
  10. Obtaining departmental approval in accordance with Purchasing By-law, Corporate Policy and Procedure for all Contract Amendments that increase the Contract value.
  11. Obtaining manager/supervisor approval for Contract Amendments.
  12. Preparing reports to Council and attend Council meetings where required.
  13. Responsible to provide all documents and all correspondence with Suppliers to Purchasing record keeping system (i.e. Procurement Centre).
  14. Manage the relationship with Suppliers/application service providers, ensure contract compliance, and communicate with clients about future direction, applications functionality, upgrades, and changes.
