Job description

Agilus is recruiting for a IT Project Controls Specialist - Estimating & Forecasting in the Utilities sector in Edmonton, Alberta. Our client seeks a highly specialized Estimator/Planner & Project Controls Specialist to support all IT projects across their portfolio. This role is responsible for developing and refining estimates from the ideation stage (benchmark estimating) through each phase of the Software Development Life Cycle (SDLC), producing S-curves, managing plan vs. actuals, and maintaining robust forecasting models. You’ll also contribute to the development of standardized templates and tools to improve estimation accuracy and financial governance across all IT project work.

Responsibilities:

  1. Lead development of early-stage benchmark estimates based on idea-level information.
  2. Refine estimates and budgets through each stage of the project lifecycle (Concept, Planning, Execution, Closeout).
  3. Establish and maintain S-curves, earned value metrics, and forecasting models.
  4. Track and analyze plan vs. actuals and proactively identify variances and trends.
  5. Provide actionable insights to Project Managers, Delivery Leads, and Portfolio Owners to support financial health and predictability.
  6. Create, refine, and maintain templates for estimating, budgeting, and forecasting in Excel. Partner with the PMO and IT Finance teams to ensure consistency and alignment with financial planning cycles and reporting standards.
  7. Contribute to the evolution of the IT Project Controls practice by bringing best practices, tools, and approaches to the organization.

Requirements:

  1. Advanced Excel skills (must be able to build dynamic models, use complex formulas, pivot tables, lookup functions, and visualizations).
  2. Deep expertise in IT project estimating from ideation through delivery; this must be a core specialization, not incidental to another role.
  3. Strong working knowledge of IFRS, especially around capital vs. operating expense classification in IT projects.
  4. Solid understanding of AFUDC (Allowance for Funds Used During Construction) and its application in capital project planning.
  5. Experience producing S-curves, earned value analysis, and financial forecasting models; Understanding of project lifecycles, including SDLC and Agile/hybrid delivery models.
  6. Experience collaborating with project managers, finance teams, and regulatory stakeholders.
  7. Self-starter with the ability to work independently and drive financial discipline across projects.
