Job description

As an Intermediate Procurement Specialist, you will be accountable for full lifecycle procurement activities for a portfolio of medium-to-high complexity procurement packages for the Canadian Surface Combatant (CSC) program, inclusive of systems/equipment/material. You will perform research and analysis to underpin the development of comprehensive sourcing strategies, engage stakeholders to ensure progress and schedule adherence, execute pre-qualification activities to onboard suppliers, develop and execute RFI/RFP, coordinate supplier negotiation, prepare contracts and briefing papers, manage commercial activities (purchase orders invoicing), and oversee post-award contract activities including review of deliverables, supplier performance, and relationship management.

Qualifications

  • Post-secondary education in a relevant discipline preferred;
  • In-depth understanding of end-to-end supply chain and procurement activities, generally achieved through practical on-the-job work experience;
  • Demonstrated ability to complete assigned procurement tasks, with a minimum of 3 years of experience in Shipbuilding, Aerospace/Defense, Heavy Manufacturing, or Construction industry;
  • Demonstrated ability to analyze and synthesize large amounts of information with high attention to detail;
  • Demonstrated proficiency with MS Office suite.

Responsibilities

  • Perform requisite research and analysis to develop an optimal sourcing strategy across the assigned portfolio;
  • Execute stakeholder management activities to ensure accurate, timely, and clear advice is provided to the business to support progress and schedule adherence;
  • Perform full lifecycle supplier management activities including all pre-qualification, supplier engagement, supplier negotiations, and supplier performance management, ensuring on-time material delivery and IMS schedule adherence;
  • Develop and implement Requests for Information and Requests for Proposal, managing these sourcing events to meet cost management and scheduling expectations;
  • Perform full suite contract management activities for the assigned portfolio including contract preparation, executive briefings, participation and/or leadership in negotiations, and post-award contract administration;
  • Fulfill purchase order management requirements including invoice review/attestation to ensure first-time match invoice management.
