The Public Service Commission (PSC) provides strategic human resource advice and direct human resource services to all Manitoba government departments. It also provides leadership and services through the development and implementation of corporate human resource and government-wide workforce legislation, policies, programs and initiatives, and reporting and analytics that support or advance government priorities.

The Employee Experience Division delivers targeted services to public servants that foster expected behaviours, develop skills and knowledge, promote wellbeing, and create inclusive and accessible workplaces where employees are equipped and supported to perform at their highest level.

The purpose of the Learning and Development branch is to build and sustain an organization where all employees are presented with opportunities for growth, learning and leading throughout their career journey. The branch designs and leads learning, leadership and professional development programs and initiatives to this effect.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must provide and maintain a satisfactory Criminal Record Check
  • Must be able to work overtime if required
  • Must be able to travel throughout the province as required

Qualifications:

Essential:

  • Bachelor’s degree or diploma in training design and delivery, management or other related fields
  • Experience in e-learning solution development including experience with e-learning software; Articulate 360 preferred
  • Extensive experience with graphic design software such as Canva, PowToon, Acrobat or similar tools
  • Experience using adult learning principles and need assessment techniques including program and curriculum design and development
  • Knowledge of current methodologies and technologies to promote and support eLearning
  • Strong project management skills and tools to lead and manage course and program development projects
  • Strong analytical and problem-solving skills to understand how adults learn and retain information most effectively
  • Strong written communication skills with the ability to present information in a clear and concise manner to a variety of audiences
  • Strong verbal communication skills
  • Effective interpersonal skills with the ability to develop effective relationships with various stakeholders and work collaboratively as part of a team
  • Effective organizational and time management skills with the ability to manage multiple tasks, adapt to changing priorities and meet strict deadlines

The Instructional Designer is accountable for guiding the learning and development of individuals and groups within the Government of Manitoba, by translating learning plans, curriculums and objectives into eLearning solutions that support government policies and priorities.
