In support of achieving excellence and business results through safe, reliable operations, our Information Technology division is seeking an experienced and talented Information Technology (IT) Portfolio Lead to join our team.
The IT Portfolio Lead in our Strategy and Performance Department will be responsible for building relationships across the business and partnering cross-functionally to support strategic planning and defining strategies to solve business problems. The IT Portfolio Lead will facilitate bringing those business problems through our intake process to build the Enterprise Technology Portfolio of technology projects for execution.
This is a permanent, full-time position which offers a competitive benefits, compensation and pension package and is located on site in Tiverton, Ontario.
What will you be responsible for?
- Establishing strong partnerships across portfolio of business customers and IT to support strategic technology discussions with key stakeholders.
- Facilitate portfolio processes and execution in a hybrid delivery environment.
- Responsible for managing a defined portfolio and ensuring the overall goals and objectives of the business are met. Plays a key role in defining, implementing, maintaining and improving processes, tools, and metrics that govern and support the development and continuous improvement of the portfolio.
- Responsible for overseeing the work needed to achieve business and technical requirements development, effort and cost estimates, scheduling, design, implementation, testing, approvals, user documentation and customer deliverables.
- Facilitate Portfolio level execution, escalate impediments, manage risk and help drive the continuous improvement at the Portfolio level.
- Individual must be passionate about delivering the best leadership, insights, and technology by finding creative ways of aligning all of the delivery teams within the program to deliver maximum business value and continuously improve their practices to reduce time to market for new capabilities as well as mean time to recover from unexpected system down time.
Specific Accountabilities:
- Provide strategic planning and oversight for short, medium and long-term project, managing and optimizing the flow of value through the Product Team using various tools, such as the Program and Solution Kanbans.
- Establish and communicate the annual calendars for Iterations and Program Increments (PI), working closely with key stakeholders, including senior level executive sponsors, to define roadmaps and establish priorities. Manage the competing needs of multiple stakeholders.
- Facilitate PI Planning readiness by fostering a Continuous Exploration process which drives the synthesis of a Vision, a Roadmap, and Backlogs, and through Pre- and Post-PI Planning meetings.
- Facilitate the PI planning event.
- Summarize Team PI Objectives into Program PI Objectives and summarize program PI objectives into Solution PI Objectives; publish them for visibility and transparency.
- Assist tracking the execution of features and capabilities, ensuring robust delivery plans with respect to time, budget, scope, transition into production, etc.
- Keep IT and Business stakeholders informed of program status, risks, and key decisions. Ensure transparent and timely communications.
- Facilitate periodic synchronization meetings at the Program Level and the value stream sync for Product Teams.
- Assist with economic decision-making by facilitating feature and capability estimation by teams and the roll-up to Epics.
- Help manage risks and dependencies, escalating and tracking impediments.
- Provide input on resourcing to address critical bottlenecks.
- Encourage collaboration between teams and Solution Architects, ensuring that IT solutions align to defined business strategies and meet long term objectives.
- Work with Product Leads, Product Owners, and other stakeholders to help ensure strategy and execution alignment.
- Maintain overall accountability for financial and resource management of all release train deliverables from small enhancements to large programs.
- Promote team successes on a regular basis.
- Perform other duties as required.
Knowledge and Skills:
- Excellent communication skills across all mediums and the ability to communicate across all levels in the organization.
- Proven experience in building strong partnerships with key stakeholders, including senior level executive sponsors.
- Experience in defining strategic roadmaps and establishing priorities, with experience in managing competing needs of multiple stakeholders.
- Ability to influence leaders, drive change and transformation while working across all levels of the organization.
- Strong Knowledge of Agile methodology and frameworks like Scrum, Kanban, etc.
- Practical experience with implementation of hybrid agile models in an Enterprise IT context.
- Hands on experience with Agile techniques: User Stories, Features, Capabilities and Epics development and refinement, Continuous Integration, Behavior Drive Development (BDD) test automation framework, Continuous Deployments, Regression Testing, Pair Programming, Burn Down Metrics, Velocity, etc.
- Hands on experience with software development processes and procedures to understand team needs includes fundamentals of iterative and incremental development.
- Solid conceptual understanding of technology components, DevOps tools and practices.
- Experience with Lean Portfolio Management facilitation at the program, portfolio and executive level.
- Resource Management Skills: ability to determine supply and demand and obtain necessary resources across a matrixed organization to complete the work successfully.
- Prior experience in an Agile Transformation in a large organization.
- Manage financials across the release train to delivery complex solutions.
- Capability to build empowered, self-managing, self-organizing teams.
Education and Experience:
- This knowledge is considered to be normally acquired through the completion of a 4 Year University degree in a related field such as IT, Engineering or Business Management.
- 6 years up to and including 8 years is considered necessary to gain this experience.
- Experience in Business Relationship Management would be an asset.
- Experience in an IT leadership Program or Portfolio Management would be an asset.
- Experience as a Release Train Engineer (RTE) and/or Scrum Master using Agile delivery frameworks would be an asset.
