Position Overview

As Principal Planner, you will play a crucial role in developing and leading projects that will drive industrial economic growth and prosperity within the City of Edmonton and the Edmonton Metropolitan Region. This multifaceted role involves strategic land use planning, project coordination, and policy creation that will enhance the City of Edmonton’s economic position, promote sustainable development, and foster an environment conducive to job creation, industry attraction, business retention, and sector expansion. This position will primarily be focused on advancing Industrial policy development including but not limited to supporting the refresh and integrated advancement of the City’s Industrial Investment Action Plan, review and development of existing and proposed industrial area structure plans, land use zoning regulations, and advance amendments to the City Plan. The Principal Planner will play a supporting role in planning and strategic initiatives across the City such as the Growth Management Framework, Edmonton’s Economic Action Plan, and the City’s ongoing engagement in the Edmonton Metropolitan Region.

In this position, the Principal Planner will build and foster relationships with industry and industry organizations, as well as collaborate internally with other Branch leaders responsible for supporting industrial investment attraction and building investment readiness. To support engagements with industry and industry events, this position will occasionally require working outside of regular working hours on an as-needed basis.

What will you do?

  • Develop and deliver projects, policies, and procedures related to industrial development that promote and achieve the City of Edmonton's strategic goals; work can support the coordination of land use, transportation, services, economic development, and other opportunities between two or more partners.
  • Lead the development and implementation of robust cross-corporation industrial-focused planning projects and policies.
  • Provide leadership on complex projects involving external stakeholders from diverse functional areas, using project management and business analysis skills; this includes preparing requests for proposal, consultant selection and bid award, developing work programs, providing direction, monitoring and evaluation of project deliverables, and managing project resources.
  • Coordinate detailed interdisciplinary studies and reports in support of plan and policy development.
  • Plan and facilitate internal engagement across relevant City departments to identify key issues and opportunities for cross-departmental coordination of policy review, land use planning, and development.
  • Compile data and prepare briefing notes for City Council, senior administration, other City business areas, and contribute to briefing notes for outside agencies, media, and the general public.
  • Undertake research of best practices and policies in other jurisdictions to support internal decision-making on industrial strategy and policy.
  • Provide advice and consultation services to various internal stakeholders regarding the potential impacts of industrial City policies, supporting internal understanding of the needs and interests of industrial businesses, industry leaders, regional economic partners, and key stakeholders.
  • Develop innovative approaches to increase the absorption of industrial lands and formulate recommendations on how to improve our business processes and procedures.
  • Under the direction of senior administration, consult and build relationships with existing industrial businesses, industry leaders, regional economic partners, and stakeholders to deliver and advance industrial projects, ensuring the City’s interests are understood.
  • Lead the development and implementation of the Industrial Investment Action Plan in alignment with the City Plan, Economic Action Plan, the Energy Transition Plan, and other strategic documents.
  • Undertake regular reporting on the progress of the Industrial Investment Action Plan.
  • Communicate effectively and regularly with internal and external stakeholders about the City’s Industrial Investment Action Plan.
  • Measure risk and establish appropriate risk mitigation strategies for all industrial development matters including but not limited to industrial and economic policy development, heavy industrial impacts, and proposed and existing pipeline setbacks.

Qualifications

  • Bachelor’s degree in Urban Planning, Political Science, Economics, Business Administration, or related field.
  • 4 years of progressively responsible planning and policy experience that includes working with interdisciplinary or intergovernmental teams, and politically sensitive environments.

Assets:

  • Registered Professional Planner (RPP) Designation through the Alberta Professional Planners Institute.
  • Economic Development or Project Management related credentials.
  • Experience working with industrial stakeholders in the Edmonton Region.

Skills required for success:

  • Broad and demonstrated experience in managing projects that are complex, highly sensitive or political, and have significant future impacts; a recognition and sensitivity to regional economic political dynamics is imperative.
  • Knowledge of industrial and regional planning expertise, project management, strategic business planning, regional economies, economic development for the delivery of industrial projects, policies, and procedures.
  • Ability to analyze data outputs from a range of sources, including transportation and modeling software, GIS, and land use plans.
  • Demonstrated knowledge of industrial land use planning, infrastructure delivery, provincial regulations, and statutory documents related to industrial development (for example Area Structure Plans, Municipal Development Plans, Intermunicipal Development Plans, other major non-statutory municipal plans and regulatory changes).
  • Demonstrated ability to develop and maintain effective strategic relationships and partnerships within a municipal, business and community context, and with other levels of government.
  • Exceptional written and verbal communication skills, including the ability to present complex information to a variety of audiences.
  • Excellent negotiating, problem solving and conflict management skills.
  • Ability to problem-solve, make decisions, and recommend effective courses of action.
  • Significant skill and ability with Google applications (Google Docs, Google Sheets, Gmail, etc.).

Conditions of employment:

  • The successful candidate will be required to provide their own vehicle for City use and where appropriate, may be reimbursed according to City policy; this may require the successful applicant to obtain auto business use insurance.
  • Valid Alberta Class 5 Driver’s Licence (or provincial equivalent).
  • Must obtain business auto insurance for personal vehicle use on City business.

Up to 1 temporary full-time position for up to 18 months

Hours of Work: 33.75 hour work week

The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Salary: $51.171 - $65.301 (Hourly)
