Division: Infrastructure Capital Planning

Department: Growth and Infrastructure

Initial Reporting Location: Frobisher

Job Status: Permanent Position

Number of Vacancies: 1

Affiliation: CUPE 4705 Inside Unit

Hours of Work: 70 hours bi-weekly

Shift Work Required: n/a

Range of Pay: Group 13 - $36.79 to $45.02 per hour (Subject to Review)

Characteristic Duties:

  • Maintain, update and calibrate hydraulic models.
  • Analyse system catchment areas to determine required flow monitoring and rain gauges for model calibration.
  • Perform hydraulic analysis to determine pipe sizing and alignments as well as lift station and booster station parameters, considering existing and future demands/flows.
  • Carry out geospatial and statistical analysis using Hydraulic Modeling and GIS software, tools and applications.
  • Audit and review geospatial and asset dataset quality and develop dataset improvement plans.
  • Provide information, advice and recommendations pertaining to hydraulic issues and for use in reports to the Water/Wastewater Engineer.
  • Organize and/or conduct data collection projects/studies. Tabulate, summarize, analyse and report on data collection and provide recommendations to the Water/Wastewater Engineer.
  • Provide comments regarding CGS’ linear infrastructure in relation to Subdivision Agreements, Official Plan Amendments, Consent and Committee of Adjustment Applications, Site Plan Control Agreements, Building Permits, Re-zoning Applications and other related enquiries.
  • Model scenarios to support inflow and infiltration analysis of the existing wastewater collection systems and leakage analysis of the existing water distribution systems.
  • Assist with the delineation of district metered areas and the co-ordination of hydrant flow and pressure testing for model calibration.
  • Assist with the collection and conversion of water, storm water and wastewater asset mapping and data.
  • Assist with developing and implementing the Division's programs for the collection, maintenance, updating and organization of infrastructure data and condition assessment data in a geospatial environment.
  • Assist with the development of a decision support system for prioritizing infrastructure replacement and rehabilitation work.
  • Provide the Water/Wastewater Engineer with recommendations for short, medium and long-range planning programs, policies, procedures and by-laws to ensure the safe and efficient operation of linear systems.
  • Assist with the preparation of technical documents, estimates and other related documentation, as required.
  • Assist with the co-ordination of training initiatives and provide software training.
  • Keep abreast of new technologies, studies and programs related to hydraulic modelling and asset management fields and evaluate them for implementation within the Division.
  • Assist the Water/Wastewater Engineer with the investigation of complaints and enquiries.
  • Develop and maintain a thorough working knowledge of CGS's Safety Manual and the applicable Provincial Legislation listed therein.
  • Perform other related duties as required.
Qualifications

  • Successful completion of a Civil Engineering Technologist Program from a Community College with Canadian accreditation.
  • Must hold and maintain membership or be eligible for membership in the Ontario Association of Certified Technicians and Technologists.
  • Over five (5) years up to and including seven (7) years of directly related experience.
  • Demonstrate ability to use hydraulic analysis and asset management software.
  • Demonstrate ability to use Geographic Information Systems and CAD software. Ability to integrate hydraulic models with GIS data considered an asset.
  • Demonstrate ability to work with computer software and administrative systems in a Windows environment (e.g. file maintenance, work processing, spreadsheet applications, information input and retrieval, etc.).
  • Demonstrate interpersonal skills and the ability to deal with the general public and others in a courteous and effective manner.
  • Demonstrate report-writing skills and technical writing skills.
  • Must have strong research, analytical and organizational skills.
  • Excellent use of English; verbally and in writing.
  • French verbal and written skills an asset.
  • Satisfactory health, attendance and former employment history.
  • Must be physically capable of operating a vehicle safely, possess a valid driver’s licence, have an acceptable driving record, and personal insurance coverage.
