Job Title: Human Resources Technician / Executive Assistant to the HR Manager

PAQ is an Indigenous community organization committed to supporting First Nations, Inuit, and Métis facing housing insecurity in Tio'tià: ke/Montreal. Through a culturally adapted, empowerment-based, and harm-reduction approach, we operate emergency shelters, offer housing alternatives, and provide a range of psychosocial services. We also work with partners to advocate for urban Indigenous people's rights to health and housing.
Job Objective:
Reporting to the HR Manager, the Human Resources Technician / Executive Assistant provides crucial operational and administrative support. This role is key to handling daily HR tasks, streamlining administrative processes, and enabling the HR Manager to focus on strategic projects and larger initiatives.

Salary Scale: $23.95 per hour to $32.40 per hour, based on experience and qualifications.
Key Responsibilities:
Executive Support to the HR Manager
- Manage the HR Manager’s calendar, scheduling meetings and coordinating with internal and external stakeholders.
- Prepare meeting agendas, take minutes, and follow up on action items to ensure timely completion.
- Draft and disseminate internal communications on behalf of the HR Manager, maintaining confidentiality and professionalism.
- Prepare reports, presentations, and documentation as required for meetings or engagements.
- Organize travel arrangements, manage expense reports, and perform other administrative tasks.
Operational HR Support
- Act as the liaison with external recruitment consultants, coordinating job postings, interview scheduling, and onboarding activities.
- Maintain and update employee records, including benefits, leave balances, and employment contracts.
- Support the HR Manager in ensuring adherence to the collective agreement and document interactions with the union.
- Assist in HR compliance projects, such as pay equity, francization, and occupational health and safety.
Absence and CNESST Management
- Track and manage employee absences, including sick leave, parental leave, and other types of leave.
- Coordinate CNESST claims, ensuring documentation is complete and deadlines are met.
- Maintain accurate records of workplace incidents and support the HR Manager in following up on CNESST cases.
- Liaise with managers to monitor and address absence trends and assist in return-to-work planning.
Coordination with Training and Development Team
- Work with the internal training team to organize onboarding and staff development activities.
- Schedule training sessions, track attendance, and ensure training materials are prepared and available.
Policy and Compliance Administration
- Assist in updating and maintaining HR policies and the employee handbook in both French and English.
- Respond to routine HR policy inquiries and escalate more complex issues to the HR Manager.
- Support audit preparations and ensure compliance with relevant employment laws and standards.
Qualifications and Skills:
- Diploma in Administrative Techniques (three-year technical college degree) or a related field in HR, business administration, or equivalent.
- At least 2 years of experience in an HR support or administrative role, ideally in a unionized setting.
- Bilingual (French and English), with excellent communication skills in both languages.
- Strong organizational skills, attention to detail, and the ability to multitask effectively.
- High level of discretion and respect for confidentiality.
- Proficient in MS Office Suite (Word, Excel, PowerPoint) and familiarity with HR software systems.
- Cultural awareness and a commitment to working respectfully with Indigenous communities.
- CHRP designation is an asset; interest in pursuing the designation is also considered an asset.
Work Conditions:
Full-time, permanent position (35 hours per week), Monday to Friday from 9:00 AM to 4:00 PM, with occasional evening hours as needed.
Main workplace: 338 St-Antoine East Street, Suite 402, with travel required to PAQ sites in Montreal.
