POSITION
RemeGen Biosciences is seeking a dynamic and experienced Human Resources Business Partner to lead and oversee all aspects of our HR operations. This role combines strategic oversight with hands-on management of key HR functions, including recruitment, onboarding, offboarding, compensation and benefits, learning management, employee relations, payroll, immigration, labor compliance, and equity administration. The ideal candidate will have a proven track record in developing and implementing HR programs that support organizational growth and employee engagement while ensuring compliance with local regulations.
KEY RESPONSIBILITIES
- Payroll and HRIS Management
- Oversee comprehensive payroll processing to ensure accuracy and compliance with tax regulations.
- Manage HRIS systems to maintain accurate employee records and enhance reporting capabilities.
- Administer leave-of-absence (LOA), vacation, sick leave, and other time-off programs, ensuring compliance with internal policies and legal requirements.
- Generate and distribute required reports to internal departments.
- Perform additional duties as assigned.
- Recruitment and Talent Acquisition
- Develop and execute recruitment strategies to attract top talent, partnering with senior business leadership to align talent initiatives with strategic business goals.
- Assist in creating and updating job descriptions, including organizational placement, job levels, and job families.
- Oversee full-cycle recruitment, including sourcing, interviewing, selection, and offer negotiations.
- Collaborate with hiring managers to understand workforce needs and align recruitment efforts accordingly.
- Manage immigration processes, including work visas, sponsorships, and renewals.
- Employee Lifecycle and Performance Management
- Manage onboarding processes to ensure a seamless and engaging new hire experience.
- Lead the performance appraisal process, providing guidance to managers throughout the evaluation process.
- Oversee exit procedures, including conducting exit interviews and ensuring compliance with offboarding documentation.
- Compensation and Benefits
- Design, implement, and manage competitive compensation structures and benefits programs.
- Conduct benchmarking and market analysis to maintain a competitive edge in compensation.
- Formulate recommendations for external employment offers, promotions, internal equity adjustments, and market adjustments.
- Oversee stock administration, including grants, vesting schedules, and employee communications.
- Develop and implement engagement initiatives and activities to boost employee satisfaction.
- Serve as the administrator for the company's 401(k) and stock programs.
- Learning and Development
- Develop and manage the Learning Management System (LMS) to facilitate employee growth and skill development.
- Partner with department leaders to identify training needs and deliver customized learning programs.
- Review and approve employee development requests to ensure alignment with internal policies.
- Serve as an internal trainer, develop and deliver training sessions for new hires and ensure understanding of internal policies.
- Employee Relations
- Act as a trusted advisor to managers and employees, addressing concerns and resolving conflicts effectively.
- Provide coaching to employees and managers on disciplinary actions, performance issues, and work-life concerns.
- Offer consultative advice and guidance for hiring needs, corrective actions, and terminations.
- Conduct workplace investigations and recommend actionable resolutions.
- Labor Compliance and Policy Development
- Develop, update, and enforce HR policies and procedures to ensure compliance with labor laws and regulations.
- Conduct regular audits to verify compliance with employment regulations, including EEO, FLSA, and OSHA standards.
- Advocate for a culture of quality, ethics, and continuous improvement across the organization.
COMPENSATION RANGE
The base compensation range for this position is $135,000 to $180,000 per year. Candidates with advanced skills and/or extensive experience may be eligible for higher compensation. Additionally, this position may include target bonuses and stock incentives.
REQUIREMENTS
Education: | - Bachelor’s degree in Human Resources, Business Administration, or a related field; advanced degree or HR certification (e.g., SHRM-SCP, SPHR) is a plus.

Experience: | - 8+ years of progressive HR experience, with at least 3 years in a leadership role.
- Bilingual Chinese is required.
- Strong knowledge of HR best practices, employment laws, and compliance requirements.
- Proven experience managing multiple HR functions in start-up companies.
- Exceptional interpersonal, communication, and conflict resolution skills.
- Proficiency in HRIS, payroll systems, and learning management systems.
