Position Summary
Reporting to the Manager, HR Services, this position works in partnership with HR Business Partners and leadership to support full-cycle recruitment efforts across the organization, including the development of effective sourcing strategies and recruiting practices to attract and hire high quality talent from diverse candidate pools. This role also supports the HR team through a broad and diverse scope of responsibilities, including the administration of the disability management program.
Major Job Responsibilities
Recruitment & Employee On-Boarding
- Supports and facilitates the end-to-end recruitment process as assigned by HR Business Partners from job posting to onboarding; including supporting the review and screening of candidates and participating in the selection process with hiring managers, making recommendations for hire and presenting employment offers to successful candidates.
- Partners with hiring managers and HR Business Partners to validate job descriptions, role outcomes/hiring needs and competencies required to develop appropriate recruitment strategies to attract high quality and diverse candidates.
- Provides training and coaching on recruitment and onboarding best practices for hiring managers and interviewers as required.
- Facilitates behavioural, technical and situational interviewing assessments as required.
- In collaboration with the Learning and Organizational Development Specialist, continuously reviews the corporate orientation program with a focus on enhancing employee experience; including facilitation of orientation sessions for new and promotional hires.
- Prepares employment contracts and other employment documents as required.
- Conducts reviews to drive continuous improvement of the Town’s employee attraction strategy, methodologies, tools and use of technology, automation and new media; includes post-onboarding follow up with candidates and hiring managers to ensure excellent candidate experiences.
- Liaise with external organizations to support recruitment opportunities (i.e. associations, post-secondary institutions).
Disability Management
- Administers the intake of disability claims (STD, LTD, WSIB) for adjudication by third-parties and liaises with third-party case managers, individual employees, HR Business Partners and supervisors as required with status updates.
- Supports HR Business Partners, employees and supervisors in the development of accommodation plans or return to work programs; consults with Health, Safety and Wellness Manager as required.
- Administers the disability program including tracking, reporting, HRIS administration, facilitating LTD transitions and monitoring eligibility and related compensation impacts.
- Prepares Form 7s and updates to WSIB as required; keeps HR Business Partners and Health, Safety and Wellness Manager informed of status and actions required as applicable.
Human Resources Program Support
- Assists in the drafting and development of policies, procedures, processes and work flow as required.
- Supports the HR team in the coordination and delivery of programs and events.
- Assists in special projects and HRIS implementation/update activities as required.
Education & Experience
- Post-secondary degree/diploma in Human Resources or Business Administration.
- Degree and post-graduate diploma in Human Resources/Industrial Relations/Organizational Development is preferred.
- Minimum of 3 years’ experience in Human Resources.
- Experience supporting full-cycle recruitment.
- Experience with Disability Management.
- 3 years’ experience in Human Resources supporting full-cycle recruitment and in disability management/WSIB administration is preferred.
- Experience using an HRIS (Workday preferred) and Applicant Tracking Systems is preferred.
- Experience working in unionized and non-unionized environments is an asset.
- Minimum CHRP designation is required.
- Excellent communication skills with the ability to effectively communicate and work collaboratively with all levels of the organization and third party agencies.
- Strong facilitation, problem solving and negotiation skills.
- Advanced proficiency using Microsoft Office suite including Excel (formulas and data management analytics).
- Customer service and employee/candidate experience focused.
- Strong organizational and time management skills with the ability to multi-task without compromising quality.
- Discretion, tact, diplomacy and attention to detail are essential.
- Proficiency in Social Media, emerging technologies, webinars, multi-media presentations.
- Knowledge and understanding of evolving recruitment best practices including hiring a diverse and inclusive workforce.
- Working knowledge of Human Resources practices and employment and human rights legislation.
- HRIS Administration is an asset.
