HSE Advisor – Marine & Offshore Construction

NSB Omega is searching for an HSE Advisor - Marine & Offshore Construction for our MAJOR Oil & Gas Client in St. John's, NL.

Assignment Description

The main role of the Marine and Offshore Construction HSE Advisor is to support the project team and The Client's contractors in planning and conducting safe offshore operations. Ensure that the project has all safety plans and regulatory approvals in place prior to each offshore scope commencing.

Responsibilities:

  1. Provide technical and functional HSE support for the marine and offshore construction scope(s) for the West White Rose Platform Project.
  2. Conduct verification and assurance activities to ensure compliance with regulatory requirements and HSE performance goals.
  3. Prepare regulatory application documentation such as C-NLOPB safety plans.
  4. Prepare safety management system bridging documentation.
  5. Conduct regulatory compliance gap assessments.
  6. Conduct audits and inspections of marine vessels using compliance verification tools.
  7. Conduct and/or review the quality of incident investigations.
  8. Audit performance of contractor’s safety management system.
  9. Coach and mentor Cenovus and contractor representatives in regulatory requirements and safe work practices.
  10. Participate in hazard identification and risk assessment sessions.

Provide support in the successful delivery of safety plans and regulatory operations/construction authorizations for West White Rose Project’s offshore work scopes.

Qualifications:

  1. Post-secondary education in Health Safety and Environmental Science and/or Occupational Health and Safety Certificate/Diploma or Degree from a recognized Canadian post-secondary institution.
  2. Professional safety designation such as CRSP, CSP, ROH, or ROHT would be considered an asset.
  3. Minimum of 5 years specific experience in a prior HSE role including direct responsibility for the administration of Health, Safety and Environment management programs for the offshore industry.
  4. Strong organizational competencies: safely drives results, enables agility, communicates with impact, fosters collaboration.
  5. Self-motivated to ensure timely completion of project requirements.
  6. Ability to conduct audits and inspections, and review quality of incident investigations.
  7. Excellent computer skills and proficiency with Microsoft Office applications (Word, Excel, PowerPoint).
  8. Excellent communication and presentation skills.
  9. Extensive knowledge of local regulatory requirements including C-NLOPB and Transport Canada.
  10. Extensive knowledge of best practice safety management processes.

Duration:
1 Year (With Possibility of Extension)

Location:
• St. John's, NL
• Office based mainly (8 hrs/day, 5 days/week) with occasional travel offshore (12 hours/day).
