The Faculty of Health Sciences Human Resources Office (FHS-HR) provides leadership, advice, support and resources to faculty and staff to foster the creation of an environment that is inclusive, diverse, and engaging. Working with our partners within the Faculty and beyond, we are responsible for recruiting a large and diverse number of individuals locally, nationally, and internationally. We support the over 2000 staff members as well as, 890 full-time and 2800 part-time faculty members who help the Faculty to accomplish its mission.
The HR Operations Advisor is part of the FHS-HR team, where sharing ideas, open communication accountability and partnership are promoted. This collaborative environment enables the FHS-HR team to deliver comprehensive and responsive client solutions.
Reporting to the Associate Director, FHS Human Resources, the position is the primary HR contact for FHS HR and provides a range of human resource services to the Faculty of Health Sciences community. The role provides HR advice to multiple employee groups; Unifor, post-doctoral fellows, clinical fellows, clinical faculty, MUFA, TMG, MUALA and Interim in many areas of HR including recruitment and talent management, guidance on statutory leaves, interpretation of the CA, organization policy, procedures, collective agreements, payroll, benefits and pension, leaves and time management.
The position calls for a broad working knowledge of human resources best practices and functions to all operational aspects of human resources, ensuring that employment related issues are followed through to resolution in accordance with university policy and/or collective agreements, and legislative requirements.
The position works closely with the HRP, HRSP, and SHRSP along with the COE's to be able to provide HR advice related to employee relations, policy, employment contracts, collective agreement interpretation, recruitment advice, facilitating leave processes, guidance on benefits and general HR advice.
HR Operational Advisory Support
- Advise on compensation and benefits issues, including discrepancies, missing pension contributions, benefit coverages
- Advise on health and safety training, working alone policy, emergency evacuation procedures, and incident/injury reporting and primer on privacy
- Advise staff of annual vacation entitlement, maintain attendance records and implement/monitor attendance management initiatives in accordance with needs
- Ensure effective records management, including electronic employee files and confidential information
- Support the development of resources, tools, policies, and procedures within scope of responsibility to ensure the Department runs smoothly
- Provide oversight on department's staff time entry and approval procedures, ensuring training is provided and discrepancies are resolved bi-weekly.
Employee Relations
- Support units with various policy and collective agreement interpretation
- Provide advice and guidance to managers on HR and employee relations issues, partnering with internal departments to provide solutions that align to best practices.
- Maintain knowledge of changing HR policies, processes and practices, and communicate with departments the implications of these changes
- Provide front-line service to the department management team, managers, staff and faculty with regards to employee relations issues
- Ensure terminations are executed correctly; following separation agreements and review severance amounts as applicable
- Manage the administration for immigration/work permit process for foreign workers to ensure compliance and minimize risk.
Recruitment & Talent Management
- Provide guidance to unit leads on talent needs, and provide recommendations for the recruitment process and classification of employee to be recruited
- Prepare and approve job openings in Mosaic
- Prepare and extend offers of employment in consultation with the hiring manager, including compensation review and recommendation
- Develop orientation program(s), packages, policies and procedures for all faculty and staff at all sites in collaboration with the management team and unit leads
- Prepare contract extensions, terminations, payroll changes and partner with HRSC for further processing of changes
- Consult on requirements for equitable recruitment and legislative considerations and best practices to advance both the faculty strategic plan and the HR strategic plan.
- Participate in interview selection committees as needed as Employment Equity Facilitator and HR representative
HR Support & Process Improvement
- Commit to client-focused solutions, operational excellence, and continuous process improvements through recommendations within the department and faculty
- Function as a champion and act as a subject matter expert on projects
- Manage all e-forms for the faculty relative to employee changes and updates for any employment changes
- Participate in data collection and analysis on exit interviews for the faculty and provide recommendations for areas of improvement.
- Provide coaching and support to new and current administrators on HR matters
- Support design, coordination and general HR training to Faculty and Staff, in collaboration with HRSP/SHRSP and AD for development and delivery
- Supervise and train interns within the FHS HR department; assign work and assess work progress
Other Support
- Participate in departmental projects and initiatives such as policy and program implementation, and business process reviews; bringing an HR expertise and FHS lens
- Collaborate with Faculty Relations to ensure a customer service approach for new Faculty members.
- Manage department website and provide recommendations for change.
