Job Description
Job Title: Project Specialist I-Single Family Production
Work Group: Housing Contract Administration
FLSA Status: Non-exempt
Reports to : Single Family Production Manager
General Purpose of the Job :
Responsible for administration of Kentucky Housing Corporation (KHC) Housing Contract Administration (HCA) contractual relationships with partner subrecipient agencies in accordance with funding requirements of federal and/or state funding programs that may be assigned to the Project Specialist, including but not limited to: HOME Investment Partnerships single-family development program; Kentucky Affordable Housing Trust Fund (AHTF) single-family development and rehabilitation programs; Kentucky Rural Housing Trust Fund (RHTF) single-family development and rehabilitation programs; other single-family funding as available. Possesses policy and regulatory expertise in the assigned funding program(s). Responsible for coordinating and implementing application processes for partners seeking funding from assigned program(s). Responsible for contract implementation with subrecipients selected for awards. Monitors and audits subrecipient draws processed by KHC Corporate Planning and Accountability (CPA) division. Manages and monitors partner agency financial and service delivery performance through project completion to minimize KHC’s financial risk. Monitors grant expenditures and spending trends for assigned program(s). Ensures programmatic deadlines are on track by partners. Supports Quality Assurance/Technical Assistance Specialist(s) in monitoring of subrecipient agencies and implementation of corrective actions, as required. Provides technical assistance to partner agencies relating to application processes, contract execution and modification; draw requests; performance reporting; and project close out.

Supports Quality Assurance/Technical Assistance Specialist(s) in monitoring of subrecipient agencies and implementation of corrective actions, as required.
Makes recommendations for subrecipient training needs based on administration of contracts.
Demonstrates capacity to manage a project load independently. Makes sound decisions on financial and/or programmatic matters to minimize KHC exposure to risk. Provides quality control functions as needed.

Additional Information:
Position requires knowledge of MS Office Suite products. Position requires ability to work effectively with a wide variety of people, including external contacts as well as cross-departmental teams; ability to work in a team and as an individual to gain consensus; ability to multitask; ability to deal effectively with conflict; ability to work well under high pressure situations; ability to plan and present ideas effectively, both verbally and in writing; ability to plan, organize, and coordinate work activities, handling sensitive and confidential information. Position requires strong analytical skills, including problem-solving, and attention to detail to ensure a high level of accuracy. Must have ability to work under minimal supervision.
Knowledge of affordable housing programs, financial accounting procedures, and an understanding of housing models, real estate transactions, social services, and specialized housing models preferred. Knowledge of real estate, construction, social services, and specialized housing terminology helpful.
Education Requirements:
This level of knowledge would normally be acquired through completion of a bachelor’s degree in business administration, finance, management, public administration or a related field of study. A minimum of four years’ related experience may be substituted for degree requirements.
Housing Development Finance Certification is preferred.
Experience Requirements:
Position requires a minimum of two years’ experience in a responsible position in a professional environment with primary duties related to project management, housing program administration and/or financial analysis.
