About BNA O&M General Partnership

BNA O&M General Partnership (BNAOM), a partnership of ACS Infrastructure Canada, Fluor Canada, and Aecon Group Inc., is seeking candidates for the Operations and Maintenance of the Gordie Howe International Bridge project.

Bridging North America (BNA) was selected to design, build, finance, operate and maintain the CAD$6.4 billion Gordie Howe International Bridge project for Windsor-Detroit Bridge Authority (WDBA) – a Public-Private-Partnership (P3). BNAOM is the OMR entity managing the Operations, Maintenance, and Rehabilitation of the Project for a term of 30 years.

The Health & Safety, Environmental & Quality Officer will report to the Operations, Maintenance and Rehabilitation Manager (OMR Manager) / CEO or other such person as may be designated by the CEO, and is responsible for the Health and Safety, Environmental, and Quality of the project.

Job Summary

As the Health & Safety, Environmental & Quality Officer (HSEQ), you will assist BNAOM senior management to plan and mobilize BNAOM for the Interim Operation and Maintenance period and the Operation, Maintenance and Rehabilitation period of the project to meet the requirements of the Health, Safety, Environmental & Quality Management systems.

The HSEQ Officer will be responsible for the development and implementation of the project’s Health and Safety program, the environmental management system to an ISO 14001 standard, sustainability management policy, and the quality management system to an ISO 9001 standard.

Roles & Responsibilities

Health & Safety

  • Ensure compliance with regulatory bodies and standards, development and implementation of the Health and Safety program, conduct audits, identify and address hazards, inspect and review health and safety practices, policies and procedures, advise employees on safety procedures, conduct training sessions, and investigate and address incidents and injuries.
  • Responsible for the day-to-day implementation, execution, management, and oversight of company’s safety activities.
  • Play an active role in the continuation of the safety culture on the project, making safety a natural part of all work performed, and advocate for continual improvement.
  • Create health and safety training programs and initiatives and deliver these programs to managers and employees.
  • Support Human Resources in WSIB and Worker’s Compensation process and complete HSE investigations.
  • Complete safety audits and advanced reporting as required.
  • Ensure the implementation of the Safety Program to all subcontractors to create a safe work environment throughout the jobsite and ensure that they adhere to the safety and record keeping requirements.
  • Document and report all injuries and any incidents.

Environmental & Sustainability

  • Develop, implement, and monitor the Sustainability Management Plan and periodically identify and recommend new sustainable concepts during the OMR Period.
  • Collaborate to create and implement the sustainability strategy for the Project as related to the OMR Activities.
  • Develop, implement and monitor project activities to obtain and maintain Existing Buildings (LEED v4 O+M: EB) Silver Certification, the Envision Rating System for Sustainable Infrastructure (Envision) Silver Certification, and U.S. Environmental Protection Agency (EPA) Energy Star Program (Energy Star) of a score of at least 75.
  • Develop, implement, maintain, and ensure the effective operation of the Environmental Management System (EMS) and ensure the system remains in full compliance with ISO 14001 Standard.
  • Conduct performance monitoring pertaining to environmental commitments.
  • Monitor and coordinate internal EMS audits.
  • Instigate and record EMS reviews and prepare EMS reports.
  • Implement and coordinate ongoing improvement of the EMS.
  • Implement and coordinate the corrective and preventive measures to ensure effective management of environmental non-compliances so they do not recur.
  • Coordinate all activities related to EMS certification.
  • Liaison consultation with Canadian Governmental Authorities as required for permitting and approvals process and lead all consultation with US Governmental Authorities.
  • Conduct internal monitoring pertaining to the EMS and environmental commitments.
  • Document and report all EMS audit findings.
  • Conduct environmental risk management assessments.
  • Develop and present environmental training programs.

Quality

  • Develop, implement, maintain, and ensure the effective operation of the Quality Management System and ensure the system remains in full compliance with ISO 9001 Standard.
  • Initiate management reviews and take other actions necessary to ensure the effective operation and continuous improvement of the Quality Management System.
  • Prepare quality audit programs and scheduling and coordinating internal quality audits and external quality audits of key processes with relevant participants.
  • Coordinate all matters and issues relating to compliance with the ISO 9001 Standard of the Quality Management System.
  • Ensure that relevant records are maintained and retained in accordance with the Quality Management System and the Records Management Protocol.
  • Develop and implement a program for correction and, when applicable, corrective action in respect of non-compliances including a risk-based analysis to prevent reoccurrence in accordance with ISO 9001:2015.
  • Address quality concerns expressed by either internal or external parties.

Qualifications & Requirements

  • Accredited four (4) year degree or equivalent in applicable field of study such as safety, health, environmental, or another related field and 10 years of relevant work-related experience in the field of health and safety, environmental, and quality; or a combination of education and directly related experience equivalent to 14 years if non-degreed.
  • Ideal candidates should have five to ten years of experience in health and safety.
  • Demonstrate equivalent experience in a similar HSEQ management representative role for a similar, successful project.
  • Experience in managing large multi-disciplinary projects along with experience in project scheduling, budgeting, advice with respect to HSEQ issues and compliance, risk management, obtaining approvals, liaising with agencies, public consultation public relations, development and implementation of plans and monitoring programs, and development and implementation of QMS, EMS, HSE, SMP systems.
  • Education or training in health and safety, such as through a Certified Health and Safety Consultant (CHSC) or Canadian Registered Safety Technician (CRST) certification.
  • Possess certification as quality professional from appropriate certifying bodies or have successfully completed training courses in the quality discipline.
  • Solid knowledge and understanding of the Canada Labour Code Part II, Regulations is required.
  • LEED Accredited Professional credential with Operations and Maintenance specialty (LEED AP O+M) and demonstrated project experience as LEED Project Administrator on at least 2 projects of similar size and scope.
  • Experience in operations and maintenance monitoring, providing advice with respect to environmental issues and compliance, implementation of plans and monitoring programs, and presentation of environmental training programs.
  • Basic computer and software skills include the use of word processing, email, spreadsheets, and electronic presentations.
  • Technical and business writing skills.
  • Knowledge of regulatory requirements including permitting.
  • Jobsite experience and understanding of construction and O&M health and safety programs.
  • Good knowledge and experience of project HSEQ for design, engineering, procurement, material management, construction, commissioning, start up, turnover work processes, sequencing, and interfaces.
  • Demonstration of successful performance as a HSEQ Manager on one (1) job or assistant HSEQ Manager or a significant role on medium sized engineering, procurement, fabrication, and construction/construction management project.
  • Available to work evenings, nights and weekends (on request).
  • Valid Class G driver’s license or equivalent.
  • Ability to obtain and maintain a Security Clearance.
  • Ability to travel and be admissible into the United States.
