Summary:
Reporting to the President & Chief Executive Officer, the Health, Safety, Environment, and Risk (HSER) Manager is responsible for developing, implementing, and maintaining health, safety, and environmental policies and programs to ensure compliance with regulations and to promote a safe workplace. This role includes risk assessment, incident investigation, learning and development, and collaboration with various departments to foster a culture of safety, environmental stewardship and sustainability.
Primary Responsibilities & Duties:
Leadership
- Work with the Senior Management team in the development the company vision, mission, values and overall business strategy and direction.
- Lead a culture of continuous improvement with safety performance and quality by going beyond satisfying the minimum legislated requirements, identifying opportunities for improvement, and providing recommendations to management.
- Serve as a subject matter expert in health, safety and risk management to develop and improve policies, programs and compliance within the company that meet industry regulations.
- Monitor and influence the ongoing development and implementation of TESC’s RiskREADY program, ensuring all levels of the organization are identifying, assessing, and managing critical risks within the operation(s), through visible felt layered leadership and the verification of critical controls in the workplace.
- Build and maintain positive relationships with stakeholders including internal departments, members of the executive, clients, industry associations and ministries.
- Monitor health and safety compliance and performance of the company through trend analysis and communicate results to management through regular reporting and providing recommendations.
- Have a commitment to the development and retention of members of the health, safety and environmental team through performance management, training and development opportunities, ongoing coaching and mentorship.
- Responsible for the overall management of TESC HSE operations, and supervision of health and safety team members, as well as project assignments.
- Conduct regular site inspections and audits to identify areas for improvement.
- Stay updated on industry trends, regulations, and best practices related to health, safety, and environmental management.
Systems, Programs and Regulations
- Ensure all HSE programs and policies are accurate, current, and compliant with appropriate legislation and regulations.
- Liaise with the WSIB, MLITSD safety agencies such as IAPA, IHSA and other organizations and relevant authorities.
- Develop, implement and maintain learning and development training modules (e-learning), and training records and certificates.
- Lead safety related certifications including coordinating internal and external audits and ensuring licenses are renewed as required.
- Maintain ISNetworld score card by entering required data quarterly, updating documents as required, verifying monthly and addressing client action items promptly.
- Manage all aspects of WSIB claims management process, including case management and return to work programs.
- Support and guide TESC’s Joint Health and Safety Committee(s).
- Develop, implement and maintain various organizational emergency response plans.
- Administer safety management software and user accesses as well as ensure that members of the HSE team and Supervisors are trained to enter and modify data, and generate reports as required.
- Maintain Safety Management Software Master Service Agreement and renewal as required.
Departmental Support
- Actively participate in operational activity meetings and ensure that Operations and Project Management teams have adequate site HSE support and that safety compliance plans are adhered to.
- Support Estimating in delivery of request for proposal tender packages; health and safety records, client-requested data and statistics, preliminary plans, and safe work methodologies.
- Collaborate with the quality department on prequalification for subcontractors and recertification of safety equipment.
Incident Investigation Management
- Serve as TESC’s lead for all incident investigations and HSE-related audits.
- Develop and maintain corrective action database for the purpose of continuous improvement.
- Review all incident investigations for compliance, ensuring root cause analysis and corrective action plans are communicated and consistently adhered to.
- Review, measure, and analyze data, making recommendations to management to improve safety performance, compliance, and culture.
Qualifications:
- Minimum 10 years’ health, safety, environment, and risk management experience with 5 years’ demonstrated leadership experience in the ICI construction sector.
- University degree in Occupational Health and Safety, Environmental Science, Engineering, Risk Management, or a related field is preferred.
- Canadian Registered Safety Professional (CRSP) designation is required.
- National Construction Safety Officer (NCSO) designation is considered an asset.
- Superior knowledge of Occupational Health & Safety Act and Construction Regulations.
- Strong working knowledge of WSIB policies and program and claims management.
- Proven experience in incident management and leading safety-related investigations.
- Inspirational leader with experience leading dynamic and cross-functional teams.
- Experience developing and maintaining corporate health and safety policies, procedures, manuals, and programs.
Skills:
- Ability to handle multiple priorities and work under pressure.
- Knowledge of risk assessment methodologies and tools.
- Strong conflict management and influencing skills, with the ability to develop and maintain positive relationships with various stakeholders including internal departments, executive, clients, and ministries.
- Excellent communication and interpersonal skills. Strong analytical and problem-solving abilities. Ability to work collaboratively across departments and with external stakeholders.
- Strong knowledge of MS Office (Word, Excel, Project, and Outlook) and ability to learn new software and programs.
- Valid driver’s license with ability to travel as required (with a clean abstract).
