Reporting to the SVP, Enterprise Clinical Office (ECO), the Health Policy and Partnerships Manager is of central significance to GreenShield’s ambitions as the leading payor-provider health company in Canada. The Enterprise Clinical Office at GreenShield coordinates and oversees functions across the organization to deliver the highest quality, safety, and health impact of existing services and products and is responsible for service and product innovation in support of continuous growth in health outcomes and social impact to achieve our vision of Better Health for All.

As a central member of the Enterprise Clinical Office leadership team, the Health Policy and Partnerships Manager will actively contribute to shaping and managing GreenShield’s health policy and health sector partnerships across the country to ensure that our strategies, programs, products and services are aligned to and understood by health systems, health sector stakeholder organizations, and government partners to deliver truly integrated care to advance Health for All.

In support of these goals, the Health Policy and Partnerships Manager will leverage their extensive health policy and sector domain knowledge to analyze Canada’s changing health policy and organizational practice landscape, provide strategic briefings to GreenShield leadership teams, build and maintain robust health sector relationships across health systems, authorities, government and industry in initiatives led by the Enterprise Clinical Office and advance its mandate in providing strategic organizational leadership and oversight of GreenShield’s clinical quality, credibility and public impact. The Director will embody and reflect GreenShield’s customer-focused, collaborative culture – fostering a dynamic learning environment focused on growth, innovation and impact.

Key Responsibilities:

  1. Health Policy: Maintain comprehensive awareness and understanding of the dynamic health policy landscape across jurisdictions and policy domains impacting and interfacing with GreenShield’s portfolios. Carry out rigorous health policy analyses and policy strategies on areas where the Enterprise Clinical Office is providing strategic leadership with a particular emphasis on mental health, chronic disease management, telemedicine and pharmacy. Work collaboratively with colleagues in Public Sector and Government Relations to drive coordinated engagement, knowledge translation and health sector planning. Support Enterprise Clinical Office with briefings on policy-sensitive files and ensure strong communication channels across team members involved in targeted initiatives. Develop and maintain relationships with health policy sector leaders across academia, industry and government. Contribute to Enterprise Clinical Office committees as a member of its Senior Leadership Team and various sub-committees.
  2. Health Partnerships: Establish and maintain strong relationships with health sector partners across health systems, health authorities, professional associations, and government with particular emphasis on strategic relationships where the Enterprise Clinical Office is leading GreenShield’s engagements. Collaborate with and support Government Relations and Public Sector teams on behalf of the Enterprise Clinical Office and ensure strong coordinated approach to partnerships. Seek strategic opportunities for GreenShield to advance its mission including an emphasis on value-based health outcomes and social impact aligning across GreenShield’s Lines of Business and GreenShield Cares to advance our commitment to integrated partnership with the public healthcare sector.

WHO WE’RE LOOKING FOR
  • 10 years experience in policy and public sector at Provincial and/or Federal level with progressive leadership, strategic analysis and organizational relations management.
  • Deep experience with, and commitment to, data-informed and evidence-based practice with a focus on comprehensive and strategic policy analysis, design and public sector engagement.
  • Demonstrated ability to work in a fast-paced, dynamic and complex organizational environment with attention to detail from design to delivery.
  • An ability to lead collaboratively, with a focus on learning and innovation, and to drive change through engaged discussion, debate, and reasoning as means of influence.
  • A minimum qualification of an MPP/MPA, JD, MBA, MHA or other graduate professional degree with considerable additional organizational leadership and management experience.
  • THE NICE TO HAVES
  • Experience in at least two of: health policy, public affairs, or health consulting practice.
  • Professional experience including working within government, health insurance, digital health and or pharmacy.
  • Advanced professional education in both health and business/management science.
  • An ability to function professionally in both English and French is highly desirable.
