The Opportunity – Head, Policy, Strategy & Partnerships
Headquartered in Toronto, the Building Ontario Fund (BOF) is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province.
The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by:
- Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors
- Structuring proposals and negotiating agreements with investors in infrastructure projects
- Receiving and assessing unsolicited ideas and proposals for infrastructure
- Providing advisory services with respect to financing infrastructure projects
The Head, Policy, Strategy & Partnerships will:
- Oversee the development and implementation of the policy, strategy and partnerships function, including strategies, plans, methods, tools, and processes to meet the overall strategic plans and priorities of the function.
- Plan and manage the delivery of policy and partnerships function, ensuring consistency with overall performance measures, standards, and best practices and integration with overall BOF directions.
- Manage the department and its staff to support an environment and culture of service excellence which respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding and productive working environment where personal and team accountability are key to meeting the mandate of BOF.
- Be accountable for building a strong team including: hiring, orienting, and training of staff, determination of performance standards and conduct of performance reviews, managing employee relations matters.
- Champion and lead critical change and a new collaborative, forward-thinking culture within the section, and work with others to achieve this across the department.
- Promote and drive innovation and continuous improvement throughout the section and across BOF related to section programs, services, and initiatives.
- Lead and/or participate on projects within the section to represent the section’s interests in policy and partnerships decision making.
- As a member of the leadership team, contribute to the Building Ontario Fund’s (BOF) strategy and development of tactics; and provide leadership in executing programs, services or initiatives to deliver on the strategy.
- Act as a strategic advisor and provide advice, guidance, and support for CEO and the Board of Directors to support decision making.
- Oversee the development of policy considerations, strategic options and the policy development cycle and ensure initiatives are coordinated, communicated, understood, and implemented in alignment with the BOF’s priorities.
- Oversee the development, implementation, and execution of BOF’s relationship management strategy which includes partnership engagement strategies and collaboration approaches with the Ontario Public Service and Broader Public Sector.
- Develop and maintain strong and collaborative relationships with internal and external stakeholders, to build consensus with the industry, government and other stakeholders.
- Develop and effectively implement the standards (framework, methodologies, policy/policies, guidelines and/or procedures) for a proactive, integrated, coordinated and consistent approach to developing and leading their functional area.
- Identify and interpret broad trends and contextual changes in external environment and determine formal and informal processes to creatively address unstructured and complex issues with limited insight to support achieving strategic objectives.
- Manage financial and material resources and ensure consistency in requirements and approval processes for financial, human resources, information technology, operational and business planning functions.
The ideal candidate will have a Degree in Public Administration, Business Management, Business Administration, or related field, 10+ years of experience with a focus on government policy making, strategic planning in a complex environment and stakeholder management, and experience in a start-up environment is an asset.
