The Opportunity

Headquartered in Toronto, the Building Ontario Fund (BOF) is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province.

The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by:

  • Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors
  • Structuring proposals and negotiating agreements with investors in infrastructure projects
  • Receiving and assessing unsolicited ideas and proposals for infrastructure
  • Providing advisory services with respect to financing infrastructure projects

Reporting to the Chief Strategy & Operations, the Head, Information Technology Services will be responsible for:

  • Overseeing the development and implementation of a range of enterprise IT infrastructure services, including but not limited to information technology, infrastructure, ERP, information security, privacy, disaster recovery and business continuity planning, incident management, technology consultation and architecture and related strategies, plans, methods, tools, and processes to meet the overall strategic plans and priorities of the section.
  • As a member of the Building Ontario Fund’s (BOF) leadership team, contributing to the BOF strategy and development of tactics; and providing leadership in executing programs, services, or initiatives to deliver on the strategy.
  • Planning and managing the delivery of the enterprise IT infrastructure program ensuring consistency with overall performance measures, standards, and best practices and integration with overall BOF directions.
  • Acting as a key leader and point of contact for managing BOF’s relationship with government service providers and their provision of infrastructure support to BOF operations and staff (ITS and Central Agencies I&IT Cluster) to ensure BOF’s needs are met while adhering to the principles of the Ontario government’s I&IT Directive.
  • Leading the development of information security policies and associated system controls and information security assessments for new technology changes, as well as technology privacy policies and associated implemented technology controls.
  • Providing technology-related expertise and advice to BOF management and staff in response to issues and risks to achieving BOF mandate, providing evidence-based recommendations for change.
  • Managing the department and its staff to support an environment and culture of service excellence which respects diversity, encourages all employees to work together to achieve results and contribute to a healthy, rewarding, and productive working environment where personal and team accountability are key to meeting the mandate of BOF. Accountable for building a strong team including hiring, orienting, and training of staff, determination of performance standards and conduct of performance reviews, managing employee relations matters.
  • Working with the Chief Strategy & Operations and senior leadership team in developing overall program operational plans and the development and reporting on performance metrics, program effectiveness, risks and impacts related to infrastructure services, information security and overall BOF matters.
  • Managing financial resources and ensuring consistency in corporate requirements and approval processes for financial, human resources, information technology, operational and business planning functions.
  • Championing and leading critical change and a new collaborative, forward-thinking culture within the section, and working with others to achieve this across the department.
  • Promoting and driving innovation and continuous improvement throughout the section and across BOF related to section programs, services, and initiatives.
  • Leading and/or participating on projects within the section to represent the section’s interests in program decision making.
  • Developing and managing relationships and consultation with stakeholders impacted by section programs, services, and initiatives to identify trends, issues, and needs.
  • Working in collaboration with colleagues on department priorities for BOF.

Qualifications

  • Degree in computer science, information systems, computer or network engineering or a related discipline.
  • 8 years’ extensive experience in planning, leading, and managing the delivery of programs, services, initiatives in the area of information infrastructure technology operations and end user support for a midsize or a large organization at a senior level; experience with leading and championing workplace digital transformation.

  • Skills and ability to manage and champion change for a new organizational culture and vision.
  • Leadership skills to build a new organizational structure, systems, and standards.
  • In-depth knowledge of current trends, technology advances, information technology infrastructure, security infrastructure, networks, storage, and tools.
  • Demonstrated ability to develop and execute IT strategies that are aligned to business strategies and effectively govern and improve IT processes.
  • Ability to identify and resolve business issues through solutions and services.
  • Ability to lead on high-priority inter-department initiatives across organizational levels.
  • Strong verbal and written communication skills, including comfort interacting with senior executives and communicating technical concepts in business terms.
