WHO WE ARE

The World Anti-Doping Agency (WADA) was established in 1999 as an international independent agency to lead a collaborative worldwide movement for doping-free sport. As the global regulatory body, WADA's primary role is to develop, harmonize and coordinate anti-doping rules and policies across all sports and countries. Our key activities include: scientific and social science research; education; intelligence & investigations; development of anti-doping capacity; and, monitoring of compliance with the World Anti-Doping Program.

POSITION OVERVIEW

The World Anti-Doping Agency (WADA) Governance Manager position was created in early 2023 to support recent governance reforms at WADA which have expanded the scope of governance practices.

Under the supervision of the Chief of Staff of the WADA Office of the Director General, the Governance Manager (the Manager) ensures that the Agency's overall corporate governance structure and processes are applied and adhered to, in support of the highest quality of governance practice. This involves proactively keeping track of all the various governance procedures on an ongoing basis. This role includes a mix of strategic and operational responsibilities.

Two key governance bodies are supported directly by the Manager, namely the Independent Ethics Board (IEB), and the Nominations Committee (NomsComm).

The Manager also provides assistance to WADA's Executive Management Team in their reporting requirements to the Agency's highest governing bodies, namely the Foundation Board (Board) and Executive Committee (ExCo).

KEY RESPONSIBILITIES

General Governance

  1. Maintain and coordinate the updates to WADA's core governance documents and policies, e.g., Statutes, Governance Regulations, Code of Ethics, Conflict of Interest Policy, Member Guidelines/Handbook;
  2. Maintain an internal corporate Governance structure that can be applied across all governance bodies in a coordinated way; and serve as the custodian of the structure;
  3. Monitor governance compliance across the Agency, pro-actively alert WADA's Executive Management Team of any non-adherence, and collaboratively address any non-compliance issues or situations that give rise to questions about WADA's governance rules and practices;
  4. Manage annual memberships for all Agency bodies (Board, ExCo, Special Committees, Standing Committees, Expert Groups etc.) in line with Swiss regulations, rotation and term limit rules;
  5. Manage annual member vacancies of the Agency's bodies and the various selection/appointment processes thereof (approximately 200 members across 20 bodies as of 2024);
  6. Coordinate the annual review of each body's Terms of Reference;
  7. Support the development of an orientation/onboarding program for Board and ExCo Members, which can also be adapted for Special Committee, Standing Committee and Expert Group members;
  8. Support any future review of WADA's governance structure, including recommending opportunities for improvement based on applicable leading practice and changing environments;
  9. Support the Chief of Staff in the management of the full preparatory cycle of Board and ExCo meetings, including quality assurance of papers and the management of deadlines;
  10. Support the Chief of Staff in drafting summaries of Board and ExCo meetings (shared with members following meetings);
  11. Coordinate the official registration process of Board members with the Swiss authorities as well as the annual Agency's report submission to the Swiss authorities;
  12. Carry out special projects and assignments on an as-needed basis as part of the governance oversight function.

Independent Ethics Board (IEB)

  1. Act as the liaison between the IEB and the Office of the Director General;
  2. Administratively support the nine-member IEB, including their monthly meetings, one of which is an annual in-person meeting;
  3. Support the implementation of appropriate resources and procedures for the conduct of Panel proceedings in accordance with the WADA Code of Ethics;
  4. Coordinate the resources in support of the operations of the independent Ethics Officer's work, as required and where appropriate.

Nominations Committee

  1. Act as the liaison between the NomsComm and the Office of the Director General;
  2. Administratively support the five-member NomsComm, including their regular meetings, one of which is a bi-annual in-person meeting;
  3. Coordinate the nomination processes which are the responsibility of the NomsComm, including preparing and promoting public calls for applications, coordinating interviews and vetting. This work varies each year, depending on Committee vacancies.

QUALIFICATIONS AND SKILLS

  1. A Bachelor's degree in a relevant area (e.g. law, political science), or similar qualification;
  2. Post graduate qualifications in corporate governance an asset;
  3. Minimum of five years' experience in a similar governance role (a combination of education and experience may be considered);
  4. Knowledge of and experience working in managing governance frameworks;
  5. Knowledge and experience in compliance an asset;
  6. Self-starter and highly motivated with a proactive approach to project goals and objectives;
  7. Excellent interpersonal and client/stakeholder service skills (with internal departments, as well as external partners);
  8. Experience of cross-team working;
  9. Sound negotiation and/or problem-solving skills;
  10. Excellent organizational and time management skills with strong attention to detail;
  11. Ability to work under time pressure and deal effectively in a fast-paced environment;
  12. Able to thrive managing a varied and challenging workload;
  13. Excellent oral and written skills in one of the two WADA official languages (English/French) and very good command of the other official language; Additional languages would be an asset;
  14. Proficiency in Microsoft Office Suite, SharePoint, Excel and Word in particular, and experience with web-based software programs for project management;
  15. Experience working in an international environment;
  16. Availability and flexibility to work extended hours during peak periods;
  17. Availability to travel, if required;
