Position: GIS Supervisor PFT

POSITION SUMMARY:
Reporting directly to the Manager, Information Technology, the GIS Supervisor works in a team environment to promote, maintain and support the Counties Geographic Information Systems (GIS). Provides leadership to GIS Analysts and oversees all aspects of this function, including implementation, maintenance, and associated governance. The role will apply skills and experience to develop strong analytical capabilities personally and within the team, and project management skills to ensure the timely delivery of projects related to GIS.
QUALIFICATIONS:
Education, Certification & Licenses
- Degree or Diploma in Computer Sciences, GIS, Geography in a related field or an equivalent combination of education and experience.
- Geographic Information Systems Professional Certification (GISP) is an asset.
- Must have a valid Ontario Class G driver’s license and access to a reliable vehicle.
Experience
- Five (5) years relevant and progressive work experience in a GIS support role, including one (1) year relevant work experience with ArcGIS Enterprise (10.9.1 or Higher).
- One (1) year of supervisory experience in a technical and/or GIS capacity, preferably in a municipal environment.
- Demonstrated experience and knowledge of GIS solutions.
Knowledge, Skills, Abilities & Competencies
- Comprehensive knowledge of GIS principles, methods and techniques using ESRI and ArcGIS Technologies, operating systems, and programming languages.
- Excellent interpersonal, communication and relationship management skills combined with a positive and proactive customer service orientation.
- Proficient in the conveyance of information delivery to a wide variety of audiences.
- Demonstrated ability to research, plan, organize, set priorities, and meet deadlines to ensure the efficient operation of the Counties GIS function.
- Proven analytical and decision-making skills to examine specialized and broad problems, and develop solutions.
- Highly self-motivated and directed as position requires initiative and independent thinking to respond to variables in a technical environment.
- A strong background in SharePoint use and development would be considered an asset.
- Keen attention to detail for a role where quality assurance is important.
- Team-oriented and collaborative with the ability to motivate and lead staff.
- Integrity and discretion necessary to safeguard confidential data.
SUMMARY OF POSITION RESPONSIBILITIES:
Activity 1: Supervisory (approximately 30%)
- Work collaboratively with the IT leadership team to ensure a planned, consistent, and collaborative approach to supervision and service delivery that enables the department to meet the governance and business requirements of the organization.
- Provide day-to-day supervision for a team of technical staff by assigning work and responsibilities, delegating responsibility as appropriate.
- Monitor and manage performance against SLAs, objectives, and goals, providing effective regular feedback and coaching in support of organizational and department goals.
- Work to proactively ensure and enhance positive and effective relationships within the team and stakeholders. Deal with problems and issues, managing resolution, corrective action, lessons learned and the collection and dissemination of relevant information to the relevant parties.
- Create, direct, implement goals/objectives/policies/procedures/standards/work programs for the GIS team.
- Identify training needs and solutions to support organizational progress and individual career path goals; train, mentor, and coach direct reports to fulfillment of learning and development goals; broaden own knowledge of current and future GIS trends and issues through ongoing professional development.
- Provide support and coverage to other department supervisors as requested.
- Provide effective feedback throughout the performance management cycle to ensure optimum performance.
Activity 2: Service Delivery (approximately 30%)
- Manage the Counties Geographic Information Systems and delivery of GIS services and resources provided to Counties Staff, Member Municipalities, and the public.
- Provide advanced spatial and statistical analysis/transformation to support business unit operations and service delivery.
- Provide GIS expertise to Counties staff to determine needs and requirements.
- Promote and maximize the use and activities of GIS technology within the Counties and its Member municipalities.
- Perform analytical analysis, database queries, and data conversions.
Activity 3: System Architecture and Security (approximately 20%)
- Oversee and manage the overall performance of the Counties GIS operations and activities.
- Administer the Counties’ GIS datastore regarding data collection, capture, cataloging, creating/documenting procedures.
- Manage the Counties GIS datasets and ensure adherence to data sharing agreements.
- Oversee the distribution of GIS data to Counties’, member municipalities, government agencies and public.
- Supervise the maintenance and security of the Counties GIS infrastructure including web-based portals.
- Sustain a close working relationship with the Information Technology (IT) leadership team and the entire IT Department as a whole, working collaboratively to ensure a compatible and stable GIS service platform; review/upgrade system hardware/software as system design and requirements change.
Activity 4: Strategic Planning (approximately 10%)
- In consultation with the Manager, Information Technology, develop and implement strategic plans for the delivery of the Counties GIS services.
- Develop annual workplan for the delivery of GIS projects and service delivery.
- Ensure realistic project plans are maintained with regular and accurate communication to stakeholders.
- Provide technical leadership to business units in the effective provisioning of geospatial enterprise applications, including strategic systems planning.
Activity 5: Communications/Miscellaneous (approximately 10%)
- Communicate with Counties staff and member municipalities about GIS functions including but not limited to training, service delivery and disruptions.
- Prepare written and oral progress reports for the Department Manager.
- Effectively submit and present technical and conceptual ideas to a wide range of audiences.
- Administer the maintenance of GIS software programs including licensing.
- In consultation with the Manager, Information Technology, monitor expenditures; ensure compliance with approved budget.
- Create, execute, and maintain Licensing agreements, data release and third-party agreements, and MOUs with external agencies for the Counties and member municipalities.
- Respond to public information requests; develop public information policies and procedures.
- Effectively use personal judgement to initiate/develop problem-solving solutions.
