The Town of Valleyview is currently looking for an energetic, career motivated person to fill the position of Full Time Bylaw Officer.
Purpose: To preserve and maintain public peace by enforcing authorized Town Bylaws.
Reports to: Director of Community Services
Work location: Municipal Office & Town Boundaries
Administrative:
- Participate in reviews of policies, procedures and new initiatives desired by the Senior Management team.
- Monitor the prompt handling of all requests, inquiries and complaints.
- Ensure that responses to public inquiries and complaints are handled according to approved procedures.
Licensing and Enforcement:
- Enforce Council authorized Town bylaws.
- Anticipate and address community issues for licensing and bylaw enforcement.
- Analyze and resolve problem areas of concern and implement strategic solutions.
- Respond to and investigate complaints, enforce bylaws, conduct routine patrols, and issue notices, tickets, or tags.
- Assist in the prosecution of breaches of municipal bylaws and related offences including the issuance of violation tickets, swearing of complaints, service of summons, gathering of evidence, ensuring the attendance of witnesses, and making any required appearances in court.
- Maintain confidentiality, sound discretion and integrity on all bylaw enforcement issues.
Financial:
- Assist with the development and preparation of annual operating and capital budgets for the bylaw enforcement area.
Human Resource Management:
- Plan and conduct the activities of bylaw enforcement through weekly and monthly work plans.
- Develop and promote safe work practices for injury prevention in accordance with the Health & Safety Manual and Occupational Health & Safety regulations.
- Ensure the proper designated bylaw enforcement tools, equipment, and uniforms are in place.
- Maintain a culture of continuous improvement, organizational learning and passion for public service.
Additional Responsibilities:
- Prepare self-development plan to identify personal education and training opportunities and review this plan annually with the immediate supervisor.
- Abide by applicable Canadian Laws, Provincial Statutes, Municipal Bylaws, Safety Codes Act, Municipal Government Act, and Alberta Peace Officer Act.
- Perform all duties and responsibilities in accordance with the Health & Safety Manual approved by the Town along with Occupational Health & Safety regulations.
- Participate in workplace inspections and hazard control assessments.
- Operate in a manner that promotes and results in a high level of environmental stewardship.
- Coordinate and administer special projects and events as assigned.
- Act as an ambassador for the Town of Valleyview in all dealings with the public, Council, and staff.
- Perform any other duties and responsibilities as required.
Working Conditions:
- Requires availability for on-call emergency response standby.
- Requires excellent public relations skills and sensitivity to the needs of the public.
- Requires the ability to work alone safely.
- Requires operation of specialized equipment for bylaw duties.
- Risk of danger when dealing with aggressive citizens on enforcement matters. Risk of danger when dealing with animal control (requires use of proper Personal Protective Equipment (PPE).
- Requires use of computer applications.

Qualifications:
- Experience in Law Enforcement, Bylaw Enforcement or a related field. Working knowledge of Canadian Criminal law, Federal Statutes, Provincial Statutes and Municipal Bylaws.
- Experience and knowledge of asset management.
- Occupational Health and Safety certifications.
- First Aid Training.
- Use of common office computer programs.
- Valid Driver’s License.
