Job Purpose

Reporting to the Manager, IT Project Audit and Assurance, the IT Program Manager is responsible for ensuring that ITS is delivering programs according to the expectations set out by the organization. The IT Program Manager is responsible for leading a team of internal and contracted project managers who are assigned to projects within the assigned program. The position is responsible for overall performance of the program and will ensure that projects within the program successfully deliver the documented approved ITS scope on-time and within budget. Programs will consist of multiple highly complex and inter-related projects that require significant oversight and direction. The incumbent will also contribute to the optimization of ITS project processes and procedures and ensure compliance with ITS policies, procedures and the ITS Project Delivery Model. The incumbent will also serve in a Project Auditor capacity. For projects that have encountered major issues (e.g. significant delays, cost overruns), the IT Program Manager will thoroughly investigate and document all aspects of the project including reviewing documentation and performing key informant interviews to identify root cause, and provide options for remediation.

Job Responsibilities

  • Oversee large and complex projects with significant budget, numerous resources, and multiple stakeholders to communicate and coordinate with.
  • Ensure the successful delivery of an assigned program and the projects within the program to ensure the program delivers the agreed upon scope, on time and within budget.
  • Manage and lead a team of internal and contracted project managers who are assigned to projects within the program.
  • Ensure projects within the program are adhering to the defined ITS project processes and procedures and are conforming to the ITS Project Delivery Model.
  • Identify and address issues, risks, and dependencies in a timely manner.
  • Ensure the quality of all project artifacts within the program to ensure the delivery of quality artifacts by ITS.
  • Support individual projects by providing advice and guidance to the IT Project Managers and ITS Sponsors regarding internal ITS process, project governance, management, and benefits realization.
  • Manage conflicting priorities, resolve disagreements, balance competing stakeholder interests, resolve complex non-standardized situations, manage external stakeholder relations, and oversee the delivery of projects in a 24/7 operating environment.
  • Provide a comprehensive view of the assigned program, including overall status, work in progress, issues, risks, and dependencies.
  • Compile and monitor metrics relating to program status and adherence to defined processes for use by the Manager, IT Project Audit and Assurance.
  • Engage effectively with the business, ITS and vendors to facilitate the execution of the projects within the program.
  • Provide coaching to IT Project Managers and ITS Project Sponsors, as required.
  • Provide continuity to both the ITS project teams and the business for projects within the program when there is a change of IT Project Manager.
  • Bring forth new ideas for process improvement to the Manager, ITS Project Audit and Assurance.
  • Research and recommend products or techniques to improve future productivity and effectiveness.
  • Collaborate with the Manager, IT Project Audit and Assurance in the development of recommendations to improve processes and achieve efficiencies related to ITS project delivery.
  • Measure and report on project performance to the Manager, IT Project Audit and Assurance to assist in determining the effectiveness and efficiency of delivery of services to internal and external stakeholders.
  • Provide strong leadership to improve the delivery and quality of service.
  • Encourage others to incorporate continuous improvement as a way of approaching work.
  • Perform other related duties as assigned.

Primary Qualifications

  • A post-secondary degree or diploma in computer science, an IT related discipline, or an equivalent combination of education, certification, and experience.
  • A minimum of ten years in an information technology environment, with significant experience in leading complex initiatives, client/business relationship management, and IT service delivery. The last three years should be in a Senior Project Management position. Previous Program Management experience would be an asset.
  • Excellent Project Management and Program Management skills with demonstrated ability in leading the delivery of complex projects and programs on time, on budget and within scope.
  • A Project Management Professional (PMP) designation.
  • Excellent communication and interpersonal skills and demonstrated political acumen.
  • Excellent knowledge and experience with Project, Program, and Portfolio Management methodology, tools, and techniques.
  • Strong leadership and team building skills.
  • Demonstrated work experience utilizing a view to efficiency, strong leadership and organizational skills, adoption of best practices, and excellent human resource management and labor relations skills.
  • Strong administrative and coordinating abilities.
  • Currency with, and demonstrated conceptual understanding of, leading edge technology options.
  • Proficiency in Microsoft 365 (Word, Excel, PowerPoint, Outlook, OneDrive, and Teams).
  • Business acumen with strong strategic vision, tactical planning, and organizational understanding.

Secondary Qualifications

  • A Masters Certificate in Project Management would be an asset.
  • Prince 2 Practitioner certification would be an asset.
  • ADKAR certification or willingness to be certified would be an asset.
  • Experience in, or knowledge of, gaming, retail or distribution industries is an asset.
  • Expertise in Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) legislation and technical standards or other regulated industry is considered an asset.
