3 Permanent Vacancies – Assessment and Analysis Unit The Financial Analyst is responsible for auditing the City of Toronto's annual property assessment roll to ensure accuracy and safeguard revenue. It requires in-depth knowledge and expertise in assessment and taxation legislation, property valuation methodologies, and municipal tax policy. Responsibilities include conducting research, financial analysis, and identifying key assessment roll issues. The position also involves developing financial models, initiating corrective actions through appeals, and preparing documentation and expert witness testimony for Assessment Review Board hearings.
Financial Analysts should have:
- Extensive experience in property assessment and appraisal evaluation across various types of real estate.
- Extensive knowledge of real estate principles, property valuation methodologies, and recognized land and building valuation techniques.
- Accreditation from an Appraisal/Assessment Institute or Appraisal Association (considered an asset).
2 Permanent Vacancies – Operational Support
The Financial Analyst is responsible for the development and maintenance of corporate and divisional policy, including related financial analysis, and in the analysis of legislation affecting municipalities, particularly in the areas of property taxation and assessment, utility administration (water and sewer and solid waste management), User and Program Fees, Municipal Land Transfer Tax and parking tags.
Financial Analysts should have:
- Extensive experience in financial and/or tax policy analysis at the municipal or other public sector level.
- Experience in research, analysis and interpretation of data and preparation of policy/technical reports/business cases.
- Considerable experience with MS Office products (i.e. Word, Excel, PowerPoint and Access).
Major Responsibilities:
- Conducts financial and policy research and analysis in the areas of assessment and property taxation, utility administration, User and Program Fees, Municipal Land Transfer Tax and Parking Tag operations, and develops financial modeling to identify issues, highlight trends/areas of concern, recommend solutions and corrective actions.
- Prepares reports, briefing notes, draft by-laws and correspondence and prepares/delivers presentations identifying issues, financial impacts and recommendations for Senior Management and Agencies, Boards, Commissions and/or Council.
- Reviews and prepares Statements of Issues, collects and prepares documentation to support the City's position, prepares Statements of Response, represents the City at quasi-judicial tribunals and acts as an expert witness when required.
- Assists in representing the City in negotiating provisions/settlements and providing solutions/decisions for consideration of the Chairs/Judges.
- Identifies the City's assessment growth market trends, errors and anomalies and liaises with MPAC to confirm actual growth for the assessment base, prepares/monitors quarterly reports on forecasted assessment growth/loss, and takes corrective action by launching assessment appeals when necessary.
- Conducts independent research on municipal issues, referencing technical journals, published studies, and other sources, prepares summaries and reports on findings.
- Participates in discussions and negotiations with other departments and/or governments, and liaises with city staff, consultants, external organizations and the public.
- Conducts quality assurance and performance audits on divisional functions, work processes and introduces customer service enhancement strategies.
- Documents internal processes and workflows, prepares & maintains procedural manuals, flowcharts and other documentation for various functions in the Division.
- Interprets provincial and federal statutes, regulations and policy statements, prepares analysis and determines impacts on operations and City policies.
- Conducts independent research and surveys on municipal issues, referencing technical journals, published studies and other sources and prepares summaries and reports on findings.
- Develops and undertakes program reviews, fieldwork studies and applied program evaluations as required.
- Participates/coordinates specific work and/or divisional projects and delegates tasks and responsibilities to junior staff and/or consultants assigned to specific projects.
- Provides advice to staff in the review and analysis of problems, projects and new priorities.
- Evaluates policy alternatives, and prepares cost/benefit analyses and business cases for corporate or various divisional initiatives.
- Reviews divisional policies, processes, procedures and systems, evaluates exposure to risk, reports findings and recommendations and/or develops improved/enhanced internal controls and new workflow processes.
- Consults and negotiates with other units within the division and other City divisions, and with provincial governments and agencies, school boards, and other municipalities, in the development of new policies and procedures.
- Engages internal/external stakeholders in goal setting aimed at achieving City and/or divisional objectives and tracks performance accordingly.
- Leads and coordinates staff training/development, prepares policy statements and facilitates in-service training.
- Identifies system problems/issues, tests system enhancements, advises Supervisor of test results and assists with implementation.
- Provides input to the development of the annual budget for the Operational Support Unit.
- Responds to inquiries or other issues escalated beyond the scope of front line staff ensuring a prompt, courteous reply.
- Assists in preparing Requests for Proposal and similar documents, evaluating responses and selecting successful proponents and negotiating service contracts.
Key Qualifications:
Your application must describe your qualifications as they relate to:
- Extensive experience in financial and/or tax policy analysis at the municipal or other public sector level.
- Post-secondary education in a discipline relevant to the job function (e.g. Property Assessment, Business, Accounting, Finance, etc.) or an equivalent combination of education and/or related experience.
- Extensive experience in preparing property assessments and evaluating appraisals for various types of real estate including but not limited to Commercial/ Industrial properties.
- Experience in research, analysis and interpretation of data and preparation of policy/technical reports/business cases.
- Considerable experience with MS Office products (i.e. Word, Excel, PowerPoint and Access).
You must also have:
- Knowledge of municipal taxation and property assessment legislation, policies and practices as they apply to the operations of the Division.
- Strong analytical and organizational skills.
- Thorough knowledge of principles and practices employed in financial analysis of major business and government operations.
- Ability to conduct detailed and/or non-structured research or analysis with minimum supervision, within tight deadlines.
- Ability to utilize computer software packages relevant to supporting the division's core requirements.
- Advanced knowledge of Zoning Bylaws, Official Plan, Planning Act, and Planning processes and changes.
- Appraisal/Assessment Institute or Appraisal Association accreditation would be an asset.
- Advanced knowledge of the real estate practices, principles, property valuation, and the use of recognized methods of land and building valuations.
- Analytical, conflict resolution and problem-solving skills, with the ability to develop, recommend and implement effective solutions.
- Ability to communicate effectively, both orally and in writing, at a professional level with senior management, consultants, staff from across the organization, including elected officials and the public.
- Ability to establish effective working relationships with stakeholders, employees, client departments, outside agencies and/or politicians.
- General understanding of project management methodology and standards.
- Ability to vary work schedule based on operational requirements, and to set priorities, plan and execute tasks.
- Excellent interpersonal skills to act as divisional representative and to liaise with all levels of staff, other levels of government, legal, councillors, public, and other external contacts.
- Familiarity with government legislation in the areas of Occupational Health and Safety and Municipal Freedom of Information and Protection of Privacy Policy.
