POSITION FUNCTION:
Coordinate and participate in the budget work of the Financial Services Division. Participate in the accounting, financial planning, and revenue work of the Financial Services Division.
KEY DUTIES:
- Coordinate the preparation and administration of the Police Department operating and capital budgets; review budget submissions to ensure consistency and compliance with guidelines.
- Respond to enquiries from staff, division clients, and outside agencies; provide financial advice and guidance to divisions in the preparation, monitoring, and control of their operating and capital budgets and guidance related to accounting and financial procedures; assess and compile financial information from service proposals received from divisions and impacting budget development.
- Assist in the preparation of budget presentations for senior management and Police Board; participate in corporate financial projects and committees as required; assist with preparation of budget appeal documentation as required.
- Participate in the development and implementation of budget and accounting policies, procedures, and standards for all financial functions; assist in the planning and implementation of financial system changes.
- Prepare month-end, year-end, and adjusting journal vouchers; review and monitor journal vouchers to be posted to the general ledger; review all purchasing and staffing requisitions to confirm budget; review monthly purchase card transactions for reasonableness and accuracy.
- Maintain month-end procedures; prepare and review monthly budget variance analyses and financial reports and reports on significant variances; assist in the preparation of annual financial statements and working papers. Perform analysis of various financial information to be provided to managers for decision-making.

QUALIFICATIONS:
Formal Education, Training and Occupational Certification:
High school graduation.
Completion of third-year equivalency of CPA, CPA-CA, CPA-CGA, CPA-CMA (3 years).
Experience:
3 years of related experience in budgeting and computerized accounting or an equivalent combination of education and experience.
OTHER:
Maintain up-to-date knowledge of accounting and budgeting techniques.
Required to obtain enhanced security and criminal record clearance.
Required to sign attestation of confidentiality.
May be requested to substitute in a more senior position.
