POSITION: FINANCE OFFICER

DEPARTMENT: FINANCE

COMPETITION NUMBER: 3401

SALARY/WAGE: $35.00 - $37.00 per hour

POSITION TYPE: Permanent, full-time

ANTICIPATED START DATE: As soon as possible

LOCATION: Winnipeg, Manitoba

POSITION SUMMARY

Working as part of the finance team, the Finance Officer assists the Director of Finance with day-to-day accounting tasks, the development, preparation, and submission of financial reports for the organization, and staff supervision.

PRIMARY RESPONSIBILITIES

  • Assist with day-to-day accounting tasks such as payroll, A/R, A/P, and banking.
  • Assist with the planning and development of comprehensive capital and operating budgets.
  • Assist in preparing financial statements.
  • Assist in overseeing the approval and processing of revenue, expenditure, payroll and claims, account maintenance, and data entry, ensuring compliance.
  • Adhere to federal and provincial regulations and GAAP – Generally Accepted Accounting Principles.
  • Assist in the implementation of new fiscal policies and training of staff as required.
  • Assist in the supervision, leadership, and coordination of the finance department staff.
  • Respond to inquiries as needed.
  • Provide reports to the Director of Finance and/or Executive Director as required and assigned.
  • Assist in the preparation of the annual audit process.
  • Be aware of, administer, and comply with CAHRD HR policies and Collective Agreement provisions.
  • Ensure confidentiality and security of all financial and employee files.
  • Perform other duties as required.

QUALIFICATIONS

Education

  • Bachelor's degree or CPA Program or an equivalent combination of Post-Secondary Education specializing in Accounting preferred.
  • 2 year Business Degree with accounting major with progressive experience will be considered.
  • 5 years’ experience.

Knowledge, Skills and Abilities

  • Minimum of 5 years’ experience in financial operations in a finance/accounting position.
  • Records maintenance and database management skills.
  • Proficient in Microsoft Office Applications, automated financial systems, and Internet.
  • Knowledge of business practices and procedures.
  • Demonstrated knowledge of Generally Accepted Accounting Principles.
  • Knowledge of federal and provincial financial regulations.
  • Advanced knowledge of non-profit sector financial, accounting, and budgeting principles and procedures.
  • Ability to execute and integrate complex financial analyses and prepare comprehensive capital/operating budget summaries and projections.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Proven ability to supervise staff.
  • Knowledge and understanding of the Indigenous community of Winnipeg.
