About CVIMS:Central Vancouver Island Multicultural Society (CVIMS) is a non-profit settlement organization located in Nanaimo, B.C., Canada. Established in 1979, CVIMS provides regional support to newcomers and refugees. Services include settlement, employment, family, language, and community programs. Job Summary: Provide leadership to staff in the Family Services Programs to ensure the effective delivery of a diverse range of support services for children, youth, and families. Oversee the management of onsite childminding services, Settlement Workers in Schools (SWIS), youth connections, interim support for refugee families, and engagement opportunities for newcomer families. Serve as a key member of CVIMS’s management team, actively contributing to agency-wide planning processes. Direct program participation will be required.
Key Responsibilities:
- Manage core components of our Federally and Provincially funded family program contracts including staff hiring and development, community relations, budgets, program development and reporting.
- Oversee all regulatory mandates under the Community Care Facility Act and Childcare Regulations for the childminding program.
- Provide supervision and advisement to a team of 7-10 employees and volunteers with the goal of both supporting the teams and optimizing service delivery while meeting contract requirements.
- Coach frontline staff on culturally sensitive problem-solving techniques and conduct regular team meetings to discuss client cases, review progress, and identify areas for improvement.
- Serve as liaison between other members of the management team and keep them apprised of developments within Family programs and services.
- Collaborate with other CVIMS departments to ensure that clients receive the best possible care and support.
- Maintain and develop external stakeholder relationships within IRCC, private businesses, School District 68, as well as other supporting organizations to improve family and youth programs.
- Actively participate in our team-based contract procurement and management approach including budget development and monitoring, reporting, planning, and other tasks as required by the funder contracts.
- Assume leadership in the preparation of funding applications for core components of Family Services; provide input into the budgeting process and financial tracking. Monitor and report family programs performance, ensuring that all goals and targets are met or exceeded. Responsible for all statistics, narrative and annual reports, including activity planning, budgeting, and financial monitoring.
- Participate in training opportunities to stay current on issues impacting CVIMS operations.
- Organize, chair, and/or participate in regular team and organization-wide staff meetings.
- Adhere to and advise the Family Services team on all CVIMS policies and administrative procedures; make decisions that both support the organization, clients, staff and community.
- Ensure the flow of high-quality services as per contractual requirements and that all programs meet the needs of our clients and align with our organizational goals.

Required Education and Experience:
- Valid BC Early Childhood Education Diploma or bachelor’s degree in Psychology, Social Work or Child and Youth Care required.
- Minimum of 5 years of experience in the ECE, Child or Youth Care Sectors, with a proven track record of success in program development using the BC Early Learning Framework, maintenance of mandated regulations under the Community Care Facility Act and Child Care Regulations.
- Three years’ experience in a management role with responsibility for a major program area.
- Valid Emergency Childcare First Aid Certification.
- Demonstrated proficiency in MS Office and database systems.
- GBA+ Certificate required.
- As a condition of employment, a valid vulnerable sector criminal record check to be obtained through CVIMS.
- Valid driver’s license and driver’s abstract are required.
Additional Information:
- Travel within Nanaimo Regional District will be required. Occasional travel to locations in other parts of British Columbia and/or Canada for purposes like professional development, networking, or conferences may also be required.
- Some work outside of regular office hours, including evenings and weekends, will be required. Flex time schedules will be made to accommodate non-regular work hours. All overtime must be approved in advance.
- Fully-funded health/dental benefits and group RRSP (available after 3-month probation for new hires).
- This position is 37.5 hrs / week for maternity leave coverage starting April 15, 2025 for 18 months.
- Wage scale $35 / hr
