The Executive Medical Director plays a critical role in effectively integrating major components of a complex and comprehensive health system. Reporting to the Vice-President, Medicine and Quality and Chief Medical Executive, and working in partnership with the Executive Director, the Executive Medical Director is jointly responsible for the overall leadership and direction for all clinical programs and services in the assigned macro geographic area. The Executive Medical Director ensures optimal patient care and outcomes within the vision, mission and values of Island Health, is responsible for effective and client focused delivery of health and clinical services, and provides leadership and support to the program teams, to effectively address issues that cross program and portfolio lines. This will all occur within the context of a rapidly evolving healthcare environment.
The Executive Medical Director participates in physician resource planning, research and academic development, supports the activities of the Island Medical Program and works strategically to foster key relationships with external agencies and stakeholders, including the University of British Columbia, the University of Victoria, and the College of Physicians and Surgeons.

DUTIES AND RESPONSIBILITIES:
1. Works in partnership with the Executive Director, ensures strategic and operational planning within clinical programs that maintains a patient/client focused approach, and that anticipates and responds to shifts in services and changes in the health care system.
2. Ensures that within and external to each program, patient care activities are organized so as to ensure coordination, efficiency, cost effectiveness and quality patient care outcomes in conjunction with the Executive Director.
3. Ensures that all health services meet or exceed standards established by Island Health and/or those of appropriate professional organizations for quality and performance.
4. Manages the organization and effectiveness of local medical staff and supports the development and operations of the portfolio.
5. Implements priority quality, satisfaction and system improvement initiatives, including utilization management systems.
6. Implements assigned elements of the physician resource management plan to assure necessary and appropriate service continuity including recruitment, retention, deployment, performance standards and practice models.
7. Participates in establishing, monitoring and allocating financial targets.
8. Works in collaboration with other Executive Medical Directors to ensure integration of services.
9. Supports the development, acquisition and diffusion of knowledge within the organization.
10. Monitors and is accountable for compliance with ethical and legal requirements, accreditation standards and Provincial and Federal legislation and regulations.
11. Works in collaboration with the medical staff organization and the Health Authority Medical Advisory Committee on the development and promotion of medical standards, education and research. Promotes research and education initiatives and opportunities for partnerships. Liaises with research agencies to facilitate best practice service delivery.
12. Identifies emerging issues in the local, Provincial Federal and International arenas that could influence the delivery of care within Island Health. Monitors information on best practices and benchmarking within industry, regionally and nationally to support organizational decision-making.
13. Provides leadership to team members through mentoring, coaching and modeling key behaviours.
14. Supports the Island Medical Program (IMP) and partners with representatives of the University of BC (UBC) and the University of Victoria (UVIC).
15. Represents Island Health as a media spokesperson for specific portfolio issues.
16. Provides formal and informal input to Committees of the Board as a member of the Senior Management Team.
17. Participates in the activities of the Health Authority Medical Advisory Committee.
18. Performs other related duties as assigned.
