Job description

In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health), patient safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Director or Manager, the Evaluation Consultant works as an integral part of the team to support the decision making and planning of Island Health's senior management. The Consultant has primary responsibility for the collaborative development and implementation of evaluation plans that help identify areas for improvement and support decision-making regarding the continued funding and/or spread of project/program activities. The Consultant works closely with Island Health senior management, relevant evaluation partners, academic stakeholders, the community, and health authority leadership. The Consultant supervises and directs evaluation projects of small and large scale and ad hoc data/information requests. This position requires a strong commitment to customer service and a sound understanding of evaluation, data and information. The Consultant will also develop and apply evaluation frameworks and techniques (developmental, summative, and formative), perform statistical analysis, develop interpretive reports, and present complex information in a manner that meets client needs. The Consultant will work in collaboration with a variety of Island Health stakeholders with respect to planning, coordination and implementation of evaluation activities.

QUALIFICATIONS: Education, Training And Experience

A level of education, training and experience equivalent to a Master's degree in a relevant discipline such as Health Sciences, Health Administration, Public Administration, Business Administration or other relevant discipline, and five (5) years' progressive experience working within a health care system, with experience conducting evaluation, quality improvement, analytics, action-based research, and project/program management.

Skills And Abilities

  • Ability to work independently and within a team environment;
  • Understanding of evaluation and research methodologies, including developmental, formative and summative;
  • Experience in developing evaluation plans, collecting data, analyzing qualitative and quantitative data and producing a variety of reports for different audiences;
  • Excellent written and oral communication skills coupled with the ability to write or edit high quality business documents such as master project plans, evaluation plans, communication plans, progress reports, project wrap-up documentation;
  • Strong interpersonal, engagement and relationship building skills including facilitation and negotiation skills, knowledge transfer and exchange, and experience working with physicians, health professionals and public stakeholders;
  • Strong issue management and resolution skills, including the ability to appropriately prioritize and define processes for complex issues resolution;
  • Demonstrated knowledge and experience with databases, spreadsheets, graphics and software (MS Word, Excel, Access, Project);
  • Broad understanding of current issues, challenges, and directions of health care delivery;
  • Ability to provide strong leadership to a diverse project team and effectively present and clarify requirements, expectations, ideas and concepts;
  • Ability to manage and supervise staff;
  • Strong analytical and statistical skills (both qualitative and quantitative);
  • Highly developed project management skills;
  • Professional designation in evaluation an asset.
