Reporting to the Director or Manager, the Evaluation Consultant works as an integral part of the team to support the decision making and planning of Island Health's senior management. The Consultant has primary responsibility for the collaborative development and implementation of evaluation plans that help identify areas for improvement and support decision-making regarding the continued funding and/or spread of project/program activities. The Consultant works closely with Island Health senior management, relevant evaluation partners, academic stakeholders, the community, and health authority leadership. The Consultant supervises and directs evaluation projects of small and large scale and ad hoc data/information requests. This position requires a strong commitment to customer service and a sound understanding of evaluation, data and information. The Consultant will also develop and apply evaluation frameworks and techniques (developmental, summative, and formative), perform statistical analysis, develop interpretive reports, and present complex information in a manner that meets client needs. The Consultant will work in collaboration with a variety of Island Health stakeholders with respect to planning, coordination and implementation of evaluation activities.
A level of education, training and experience equivalent to a Master's degree in a relevant discipline such as Health Sciences, Health Administration, Public Administration, Business Administration or other relevant discipline, and five (5) years' progressive experience working within a health care system, with experience conducting evaluation, quality improvement, analytics, action-based research, and project/program management.
