Job description

The Environmental Specialist coordinates with the Power Plant, Special Projects, and Line Departments in the planning, developing, coordinating, organizing, and monitoring of programs and procedures designed to ensure the Authority's compliance with applicable federal and local environmental laws. This includes preparing or monitoring the preparation of permit applications for all equipment and structures.

Responsibilities:

  • Monitors compliance with permits constraints and requirements.
  • Prepares permit applications for all equipment and structures.
  • Prepares monthly DMR in compliance with TPDES permit regulations.
  • Prepares quarterly air pollution report on hours of operations and fuel consumption.
  • Maintains statistical data, inspection records, and documentation on PCB's and other regulated hazardous materials.
  • Prepares and provides training to plant and line personnel in the observance of environmental laws.
  • Coordinates and supervises efforts of technicians in collecting data, inspection monitoring, etc.
  • Coordinates total environmental efforts including contracts with consultants.
  • Updates permits as required by law.
  • Develops compliance programs to assure adherence to regulations.
  • Executes special assignments from the Assistant Executive Director and follows up on projects, proposals, etc., reporting observations and results.
  • Performs other legal related work as required.

Qualifications:

  • Must maintain updated volumes of 40 CFR and other applicable regulatory documents.
  • Thorough knowledge of local and federal laws and rules and regulations governing air pollution, land use, and hazardous materials.
  • Understanding of environmental science and technology.
  • Ability to understand and interpret technical data and complex rules and regulations.
  • Ability to express oneself clearly and concisely in oral and written communications.
  • Knowledge of modern training and safety practices.
  • Ability to analyze statistical data and to prepare reports based on interpreted data.
  • Ability to develop written procedures to facilitate environmental compliance throughout the Authority.
  • Ability to establish and maintain harmonious working relationships with persons contacted during the course of work.
  • Ability to maintain technical and administrative records.
  • Ability to plan, assign, and direct work of subordinate personnel.

Education:

Graduation from an accredited college or university with a Bachelor of Science degree in Environmental Science, or a related field, and five (5) years of experience in Environmental Science activities.
