ENVIRONMENTAL PROJECT MANAGER

The City of Belleville, known as the ‘Friendly City’, is located at the mouth of the Moira River where it meets the picturesque Bay of Quinte. Currently, the City of Belleville has an exciting opportunity for a highly motivated, strategic, and dynamic individual to join our Environmental Services Department as an Environmental Project Manager.

PURPOSE AND SCOPE:
Reporting to the Linear Water/Wastewater Engineer, this position is responsible for project management and contract administration of all aspects of the City’s environmental projects including landfills (operating and closed), Brownfields, and other environmental issues both historical and new (as they become known).

DUTIES AND RESPONSIBILITIES:

  • Provide technical advice on environmental matters and issues.
  • Liaise with environmental engineering and legal consultants, other City Departments, regulatory agencies, proponents and the public.
  • Undertake design, contract preparation, public liaison and project management of environmental projects and other Environmental Services projects as required.
  • Prepare detailed documentation for Requests for Tenders, Quotations and Proposals.
  • Review and evaluate submissions of Tenders, Quotations and Proposals, including recommendations for award and preparation of reports to Council.
  • Direct, manage and administer the work of consulting firms carrying out work on environmental and Environmental Services projects as required.
  • Oversee, manage and administer contracts for construction.
  • Certify invoices and represent the city in dispute resolutions initiated under the Ontario Construction Act.
  • Approve and/or initiate changes on projects and recommend solutions to problems encountered in the field.
  • Provide guidance to field staff during investigation and/or construction phases.
  • Review shop drawings for compliance with regulatory requirements and conformance with City standards.
  • Provide support and peer review of designs and applications for approval for water and sewer infrastructure.
  • Provide support and peer review of Environmental Compliance Approval (ECA) and Municipal Drinking Water License (MDWL) submissions as required.
  • Be involved in all aspects of projects including budgeting, planning, coordination, assessment, design, tender, construction and warranty.
  • Review and comment on technical reports.
  • Attending site meetings and visit sites as required.
  • Primary environmental contact/corporate representative for environmental issues.
  • Other duties as assigned.

EDUCATION/TRAINING/SPECIALIZED SKILLS:

Minimum Qualifications:

  • University degree in Environmental Engineering, Civil Engineering, or acceptable closely related discipline.
  • Licensed as a Professional Engineer in the Province of Ontario.
  • Must possess and maintain a valid class “G” driver’s license with access to a vehicle for work related travel.
  • Demonstrated ability to read, interpret and understand legislation, legal and similar documentation.

Preferred Qualifications:

  • Excellent interpersonal, diplomatic, time and project management skills.
  • Excellent organizational, analytical, problem solving and presentation skills.
  • Excellent verbal and written communication skills.
  • Highly developed record keeping and tracking skills.

WORK EXPERIENCE:

Minimum Qualifications:

  • Minimum of 5 years of related environmental and project management experience.

Preferred Qualifications:

  • Minimum 3 years’ experience working in a municipal environment.
  • Experience with both linear infrastructure and facilities.
  • Working knowledge of standards and specifications such as Ontario Provincial Standards Specification (OPSS), Ministry of the Environment Guidelines and American Water Works Association (AWWA).
  • Working knowledge of the Occupational Health and Safety Act, Highway Traffic Act, Ontario Water Resources Act, Fisheries Act, Ontario Construction Act, Environmental Protection Act, Environmental Assessment Act and associated regulations.
