Summary
This position provides technical expertise specific to SSI projects, facilities, and initiatives, focusing on parks, water, wastewater, and transportation initiatives. This position provides project management and coordination, as well as research, design, and drafting work related to these projects.

The incumbent works in collaboration with the Manager, Engineering, and CRD staff to ensure project compliance and outcomes.
* It is a requirement of this position to live on or be willing to relocate to Salt Spring Island to meet operational requirements.

Key Duties & Responsibilities

  • Performs project management coordination, including the preparation of project plans, monitoring project schedules, budgets, and technical aspects for compliance, ensuring project outcomes are achieved.
  • Monitors the execution of standard capital projects under the direction of the Manager, Engineering.
  • Monitors scope, schedule, and budget of standard capital projects and provides status report updates as required.
  • Performs related work such as design, as-constructed information, mapping, and survey control.
  • Reviews designs as required to assist in the delivery of projects and may be required to follow up as appropriate.
  • Assists in the preparation of draft staff reports for standard capital projects.
  • Responsible for overseeing a variety of projects, including design, construction, and service contracts for the annual construction, renovation, and repair program for CRD facilities and structures.
  • Investigates malfunctions in various civil works (building electrical, mechanical, plumbing, park infrastructure, retaining walls, etc.) and determines the most effective solution/repair.
  • Establishes and maintains records for all buildings regarding regular maintenance and special projects.
  • Assists with asset management and preventative maintenance programs and schedules.
  • Assists with the development of the 5-year capital plan and annual operating budgets.
  • Assists with the preparation and administration of contracts and may provide contract oversight, including guidance and direction to contractors and consultants.
  • Works in collaboration with internal and external stakeholders.
  • Liaises with external stakeholders, providing support and facilitation with public consultation and engagement processes.
  • Prepares and presents information to CRD staff, committees, and commissions, as well as community associations.
  • Performs arithmetic calculations required in preparing drawings, plans, and maps; prepares graphs, charts, sketches, schedules, and diagrams as required. Prepares design drawings using computer-aided design software and other techniques as required.
  • Inspects construction projects for accuracy and compliance with specifications as required.
  • Prepares contract documents in accordance with CRD policies.
  • Performs construction administration duties, including preparation of change orders and review of progress draws.
  • Operates a variety of surveying equipment, drafting tools, and prepares and maintains records, files, and other materials related to the work performed.
  • Provides guidance and direction to technical and operational staff as required.
  • Follows all policies, procedures, and standards of the CRD.
  • Performs other related duties as required.

Key Skills & Abilities

  • Excellent communication (verbal and written), interpersonal, and customer service skills are required.
  • Demonstrated project management skills, including meeting project outcomes and deliverables on schedule and within the project budget.
  • Knowledge of the standard methods, procedures, practices, techniques, tools, and equipment used in wastewater and water design, drafting, and/or mapping.
  • Sound knowledge of the equipment used in wastewater and water design, drafting, and/or mapping.
  • Knowledge of the standard methods, procedures, practices, techniques, tools, and equipment used in road infrastructure and transportation initiatives.
  • Knowledge of the principles and procedures of construction and maintenance.
  • Knowledge of and ability to use various computer word processing, spreadsheet, and project scheduling programs and databases.
  • Extensive knowledge and familiarity with design and drafting software including Autodesk products, survey total stations (EDMI), and hydraulic data modeling software.
  • Some knowledge and understanding of hydrology.
  • Ability to read and interpret engineering plans, survey notes, and related data and prepare mathematical calculations carefully.
  • Ability to record and enter data and related materials quickly and accurately.
  • Ability to establish and maintain positive working relationships with internal and external stakeholders.
  • Demonstrated experience with public engagement processes as well as presenting information to technical and non-technical audiences.
  • Ability to work under minimal supervision, demonstrating sound judgment.

Qualifications

  • Diploma in a related discipline.
  • A minimum of 6 years' progressively responsible experience.

Certifications

  • Registration with the Applied Science Technologist and Technicians of British Columbia, an asset.
  • Certification in Project Management, preferred.
  • Valid BC Driver's Licence.
