Main Purpose and Function
The Project Coordinator position oversees the Signals and Safety Programs capital construction projects and assists in the planning, design, and construction within the Traffic & Data Management Branch. This position supports the delivery of new traffic signals, pedestrian and cyclist signals, pedestrian crossing control systems, signal modifications, and is responsible for coordinating, directing and controlling project activities, maintaining all project documentation and reports, including project financials, and coordinating work across internal functional business units, external agencies and contractors. The Project Coordinator implements and maintains project and construction best practices and coordinates Levels 1 and 2 projects with internal staff and external stakeholders.

The position liaises and coordinates work with external agencies (Hydro, Telus, Fortis, Port Metro Vancouver, TransLink etc.) and internal staff from other departments/branches (Risk Management, Corporate Communications, VPD, Finance, REFM, Engineering Design and Operations) with an emphasis on developing and maintaining these relationships.

During project implementation, the position acts as the liaison between design and operations staff, key stakeholders and the general public; providing consistency and keeping all informed about project status and issues that may impact the project.

Specific Duties and Responsibilities

  • Completes and coordinates technical design reviews and ensures prepared designs meet City design standards that are sustainable and maintainable for City Operations.
  • Interprets engineering drawings and work packages; verifies technical information and documents field observations.
  • Coordinates pre-construction and construction planning activities including developing/compiling construction packages across various branches.
  • Collects, coordinates, integrates and controls the project lifecycle scope, cost, and schedule on select projects.
  • Assists in the inspection and the reporting of construction work and materials.
  • Liaises with City Operations, City Inspection staff, and external parties including consultants and contractors to ensure efficient implementation of construction methods as per defined City standards.
  • Coordinates the development of project-specific traffic management plans.
  • Assists in the development and maintenance of project documentation.
  • Liaises with consultants, contractors, engineers, other professionals, stakeholders, the general public, and regulatory agency representatives.
  • Assists the Project Engineer in the procurement process for hiring consultants and contractors.
  • Provides regular status report updates to the Section Head and Project Stakeholders.
  • Responsible for overall cost management on projects.
  • Leads and oversees procurement activities with Supply Chain Management.
  • Leads project closeout procedures.
  • Leads regular project meetings and is responsible for documenting and filing minutes.
  • Prepares and/or assists in the delivery of stage gate approval presentations.
  • Performs a variety of technical and administrative duties for the Project Engineer.
  • Trains and provides project management technical oversight to peers and junior staff.
  • Responds to citizen enquiries related to the projects.
  • Other duties/responsibilities as assigned.

Qualifications

Education and Experience:

  • Graduation from an Institute of Technology with a Diploma in Civil Engineering, including or supplemented by courses in Project Management, Construction Management, or other relevant area of study, plus considerable related experience in a Municipal setting; or an equivalent combination of training and experience.
  • Experience in project management processes.

Knowledge, Skills and Abilities:

  • Sound knowledge of construction methods, practices, materials, tools, and equipment used in Municipal utilities.
  • Sound knowledge of Municipal engineering plans, specifications, and contract documents.
  • Sound knowledge of MS Office, SAP, MS Project, AutoCAD, GIS, and Hansen.
  • Ability to develop and compile construction packages.
  • Considerable knowledge of electrical and civil construction methods and materials.
  • Sound knowledge and experience in procurement procedures and contract administration.
  • Familiarity with the City’s street system and construction methodologies.
  • Thorough understanding of the MUTCDC and City’s Design Manual and Construction Specifications.
  • Solid knowledge of Project Management processes.
  • Ability to read and interpret engineering drawings and specifications.
  • Ability to prioritize and organize work.
  • Ability to work well in a team environment.
  • Excellent interpersonal skills; excellent written and verbal communication.
  • Ability to supervise the work of contractors or other subordinate staff.
  • Accuracy and attention to detail.
  • Effective organizational skills.
  • Research, investigation and analytical skills.
  • Ability to summarize data in an accurate written format.

Where operationally appropriate, the City of Vancouver has a Flexible Work Program. This position is eligible to be part of the Flexible Work Program.
