POSITION SUMMARY:
The Municipality of the County of Inverness is taking the necessary steps to plan and prepare its infrastructure, and the quality of services it delivers, for a more sustainable and operationally effective future. The Municipality is focused on building community capacity, environmental and regulatory compliance, enabling improved customer levels of service, while mitigating risks and protecting public health, safety, and Municipal assets.
The Engineer or Engineer in Training will report to the Municipal Engineer as part of the Capital Projects department. The Engineer will work on the planning, organization, coordination, and oversight of large, complex projects and will work with the Public Works department on the ongoing management of the Municipality’s existing assets. They will assist with long-term capital planning from concept through design and construction, the asset management program, review of servicing and development requests, and the development and implementation of Municipal Standards. The Engineer will work closely with both the Capital Projects and Public Works departments on various capital and operational projects as well as long-term planning initiatives.
The ideal candidate will be a skilled communicator, verbally and in writing, and will be able to convey technical information effectively to non-technical audiences. The candidate will be required to work and collaborate with colleagues, elected officials, consultants, private developers and residents, contractors, and other internal and external clients and stakeholders. The Engineer will have the opportunity to work both in the field and in the office.
RESPONSIBILITIES
The Engineer or Engineer in Training job duties will include, but are not limited to:
- Work with the Senior Leadership Team to plan capital projects through budgeting, development of project scopes, requirements, design criteria, coordination of consultants, and the selection and oversight of contractors.
- Aid in the preparation of request for quotations and proposals, tenders, estimates and design plans for major projects.
- Review proposals for design services from consultants.
- Review of the design drawings, specifications, and tenders for major projects and private developments and verify compliance with applicable legislative requirements and engineering standards.
- Assist in the evaluation of proposed developments and new municipal service requests.
- Assist with reviewing and commenting on design plans for new development applications, and monitoring on-site works to ensure work completed by private developers is in conformance with the accepted plans/agreements and applicable legislative and engineering standards.
- Review the capacity of existing municipal water and wastewater infrastructure and evaluate feasibility of requests for extension of municipal infrastructure.
- Collaborate with consultants, management, and other staff as required to develop preliminary plans in the form of project charters, maps, photos, and/or CAD drawings.
- Help arrange and perform surveys and inspections of project sites and of existing infrastructure including the gathering of field data on Municipal infrastructure (such as water, wastewater, roads, sidewalks, etc.).
- Aid in the management of all contract and project administration, including budgets.
- Plan and develop work to ensure sustainability.
- Assist with capital infrastructure planning.
- Aid in the establishment and oversight of the Asset Inventory, and the Asset Management Policy, Strategy, and Plan.
- Aid in the establishment and oversight of Municipal Standards.
- Assist with the development, implementation, and monitoring of best management practices for preventative maintenance for Municipal infrastructure.
- Adhere to safety regulations and Municipal policies and procedures.
- Research, evaluate, and assist ongoing Municipal initiatives and projects.
- Ensure conformance with all Federal and Provincial legislation and regulations.
- Communication with various project partners, stakeholders, and residents.
- Liaise with building officials and development officers.
- Perform field construction observation and quality control inspection as required to ensure projects proceed according to plans and specifications, reporting results and any issues or deviations, on a variety of maintenance, operational, capital, and private projects.
- Periodically monitor site safety compliance.
- Other duties as required.
EDUCATION & EXPERIENCE:
- Bachelor’s degree in engineering (preferably in Civil or Environmental engineering) from a recognized university or similar technical educational program.
- Registered or eligible for registration with Engineers Nova Scotia as an Engineer-in Training or Professional Engineer.
- Minimum of two (2) years of progressively responsible experience that includes municipal/civil engineering and/or surveying related field experience for infrastructure construction and maintenance.
- Experience in a public/government setting is considered an asset.
SKILLS:
- Ability to accurately read, interpret, and understand engineering drawings, specifications, standards, and legislative requirements.
- Proven organizational, time management, and document management abilities.
- Proven written and oral communication and report writing skills.
- Proficiency in Microsoft Office applications (i.e., Word and Excel) and advanced knowledge of AutoCAD, AutoCAD Civil3D, and GIS (ArcGIS or QGIS), considered an asset.
- Ability to maintain good interpersonal relationships and have demonstrated teamwork skills as well as the ability to work independently.
- Demonstrated problem solving abilities and the ability to recommend solutions and exercise good judgment and discretion while working both independently and in a team environment.
- Good understanding of the project life cycle process and experience with contract administration.
- Previous experience in Municipal infrastructure design, maintenance, management or operation is considered an asset.
- Familiarity with Nova Scotia Standard Specification for Municipal Services, ACWWA Water Supply and Wastewater System Design Guidelines, and with provincial and federal environmental, regulatory, and utility conditions limits, criteria, compliance, permits, and clearances is considered an asset.
- Experience performing topographic or construction layout survey and use of surveying equipment considered an asset.
SAFETY:
- Ensure all policies and procedures set forth by the Municipality of the County of Inverness are always observed.
- Report all work situations which are suspected of being unhealthy or unsafe.
- Report any employee whose on-the-job performance or actions contravenes established safety procedures or work practices.
- Report all near-misses and incidents immediately.
- Report related injuries or property damage regardless of severity.
- Submit reports on accidents and other hazardous conditions discovered and promptly attend to all hazardous situations.
