SAIT’s Safety and Community Services department is responsible for the development, support and improvement of safety and security programs at SAIT. Comprised of Health, Safety and Environment and Campus Security and Emergency Services, SCS team members are focused on supporting the goal of a safe and secure campus environment for everyone in the SAIT community.
The Opportunity
Reporting to the Manager, Security and Emergency Services (SES), the Emergency Management Advisor position will be responsible for the development, implementation and maintenance of institutional emergency preparedness and response plans. This includes coordination and support of activities relating to SAIT’s Emergency Response Plan and associated plans which encompasses business continuity and post-incident recovery.
Major responsibilities include assessing the needs for institutional emergency response and business continuity solutions, determining workable emergency preparedness and planning approaches, implementing effective system components, reviewing and assessing the effectiveness of business continuity and emergency preparedness systems in place, and reporting on the status of initiatives. In addition to maintaining operational readiness, this position will update and maintain policies, plans and documents related to emergency management, develop and administer training for members of the SAIT community and prepare reports and recommendations for the Safety and Community Services leadership team.
The incumbent will act as a resource for all SAIT schools and departments and builds partnerships with government agencies, other post-secondary community emergency management professionals and the community at large. This position will provide coverage and after-hours emergency on-call support as assigned and scheduled with regards to emergencies occurring on campus.
This position will be part of an on-call rotation within the Security and Emergency Services team to provide after-hours coverage and support. Outside of this rotation, in the event of an emergency incident, this position is expected to work non-standard hours (including evenings, weekends, and holidays) as the incident dictates. Work will also involve visiting worksites and teaching facilities both indoors and outdoors at all times of the year and at different times of the day or week.
Work will require periodic attendance at off-site locations and satellite campuses.
Responsibilities - Accountability
- Maintain SAIT’s institutional Emergency Response Plan and ensure operationality of all plan elements, including the SAIT emergency notification system and tools.
- Develop institutional business continuity plans and provide direct support, collaboration and oversight to schools, departments and service partners.
- Ensure the readiness and full operational functionality of primary and alternate Emergency Operations Centre (EOC) sites for use at any time during an emergency and/or training exercises or drills.
- Provide response support and oversight for emergencies on all SAIT campuses and participate as a member of the institution’s Emergency Management Response Team (EMRT).
- Provide operational support to the EMRT and the EOC director when the Emergency Response Plan is activated.
- Ensure emergency response supplies are inventoried, maintained and ready to be deployed when necessary.
- Support day-to-day Campus Security operations related to emergency preparedness and response.
- Develop and maintain SAIT’s emergency evacuation and fire warden program including recruiting and training wardens, conducting drills, and maintaining program records.
- Collaboration
- Liaise with the Calgary Fire Department, Calgary Emergency Management Agency (CEMA) and other emergency services and regulatory bodies to build strong working relationships with partner organizations.
- Participate in internal SAIT committees, providing expertise and support in all facets of emergency preparedness, response and business continuity.
- Network and collaborate with emergency management teams from other, similar provincial post-secondary institutions.
- Contribute to risk management strategies, including pandemic preparedness, business continuity and the SAIT Travel Risk Advisory Program.
- Assist in delivery of SAIT’s mass notification system (SAITALERT).
- Participate in the development of an institutional emergency communications protocol, and oversee drills and tests of same.
- Service Focus
- Coordinate and administer training related to all aspects of the SAIT emergency management program, including, but not limited to, fire warden program, general emergency awareness, the Incident Command System, first response, EOC operations, and emergency communications.
- Coordinate incident command system role-specific training, develop and facilitate exercises (tabletop and functional), maintain the functionality of the Emergency Operations Centre (EOC).
- Conduct after action reviews following building evacuations and emergency events and assist in the creation and delivery of post-incident/exercise debriefs to improve and enhance SAIT’s emergency response.
- Develop and deliver education and training sessions related to all aspects of SAIT’s emergency management program in order to promote understanding and ensure appropriate preparation and response.
- Support the development and maintenance of site-specific emergency response plans on SAIT’s satellite campuses.
- Excellence
- Review current research and keep up-to-date on new trends, issues, practices, and policies regarding emergency management.
- Participate in sensitive investigations when necessary.
- Review internal policies and procedures to find opportunities to improve emergency preparedness and response on campus.
- Review and analyze trends in emergency events; track, monitor, document and assess relevant emergency response incidents on campus and identify and implement appropriate corrective and preventive actions.
- Pursue engagement opportunities with the larger SAIT community to promote emergency preparedness.
Qualifications - Education
- Diploma or degree in Emergency Management or degree in a related field required.
- Graduate degree or diploma in a related or complementary discipline field an asset.
- Recognized emergency management, business continuity, or risk management certification an asset.
- Experience
- Minimum of five (5) years progressive experience and responsibility in fields directly related to emergency management or business continuity.
- Relevant work experience in emergency management, disaster response, business continuity, emergency social services and/or crisis communications; experience with, and knowledge of the Incident Command System (ICS).
- Experience in implementing emergency and business continuity programs within an academic and research environment, government organization or in industry.
- Up-to-date working knowledge of applicable federal, provincial and municipal legislation, including the AB Emergency Management Act, AB Local Authority Emergency Management Regulation and City of Calgary Emergency Management Bylaw.
- Identification, adaptation, and implementation of best practices.
- Experience in developing and delivering presentations and leading and conducting training courses.
- Skills
- Superior written and oral communication skills.
- Expertise in all aspects of emergency management and business continuity, including but not limited to performance monitoring and reporting, corrective actions management, quality assurance and auditing.
- Project management experience desirable.
- Excellent computer skills essential.
