Customs Manager

(Permanent Position)

Job Summary:

The Customs Manager will navigate Canada, US, and Mexico’s customs environments while providing practical solutions to key stakeholders. The Customs Manager will be an expert in providing customs and logistics input for import and export transactions and manage customs brokerages for timely processing of transactions. The role also involves leading process improvement initiatives, managing payments for duties and tariffs, and providing expert level advice regarding the application of Customs regulations, policy, and legislation to daily operations.

Overall Responsibility:

  • Navigate the Canadian, US, and Mexican customs environments and provide practical solutions to key stakeholders.
  • Provide Customs and related logistics input to ArcelorMittal affiliates regarding import/export strategies.
  • Provide Customs compliance input for procurement and sales related activities.
  • Work with IT and accounting to ensure programming and billing processes are current.
  • Ensure timely processing of imports and exports by managing customs brokerages.

Accountabilities:

  • Take a lead role in identifying and advising on changes in Customs policy and legislation that affect the group.
  • Navigate the changing customs environment including changes to USMCA, and the increasing application of US administrative duties and tariffs.
  • Manage compliance and payments for a high volume of duties, tariffs, and new regulatory requirements, while minimizing valuation and classification discrepancies.
  • Set targets and lead process improvement initiatives that will reduce manual work, reduce potential for erroneous compliance, and maximize cost savings, including the implementation of automated technologies where appropriate.
  • Take a leadership role in Canadian and US Customs audits.
  • Act as the primary source of customs information for internal stakeholders, including other business units, in order to maximize compliance with international customs reporting requirements.
  • Coordinate project requests that require input from colleagues and time sensitive day to day reporting issues.
  • Act as the primary technical contact for Commercial, Purchasing and Traffic with respect to logistics matters for global sourcing, evaluate and provide input into new programs that often start out as trials and result in long term steel supply contracts.
  • Update and maintain Standard Operating Procedures to ensure knowledge transfer and preparedness for emergency leaves.
  • Lead Customs Senior Analyst to ensure timely completion of compliance tasks.
  • Lead weekly Customs department meetings and build action plans to succeed in current operational matters.
  • Prepare presentations and communications for broad distribution.
  • Participate in industry customs and trade networks that will result in advances for the group.
  • Coordinate with Mexican customs in regards to ArcelorMittal Dofasco shipments, and complete Mexico monthly and quarterly reporting to the Ministry of economy Mexico.
  • Report to Senior Manager Indirect Tax with respect to project status, day to day operations concerns, and opportunities for improvement.
  • Consult with Senior Manager Indirect Tax to ensure proper accounting treatment relating to GST incurred, duties and tariffs.
  • Carry a Company mobile device to address after hours emergencies. This responsibility is shared with Customs Senior Analyst.

Education & Accreditation:

  • Undergraduate Degree or Diploma in a related field.
  • 8+ years of manufacturing experience in a related industry or a customs brokerage.
  • Canadian Society of Customs Brokers course or equivalent.
  • Experience in the steel supply chain is an asset.

Knowledge & Skills:

  • Advanced knowledge of manufacturing, purchasing, sales and traffic processes is required.
  • Extensive knowledge of Canadian & US Customs Laws and Regulations is required.
  • Excellent interpersonal and communication skills.
  • Excellent analytical and problem-solving skills.
  • Excellent personal computer, standard corporate software applications and applicable systems skills.
  • Expertise in Microsoft Excel. Uses features and formulas that eliminate or reduce redundancy.
  • Previous leadership experience is considered an asset.
  • Strong organizational skills, and the ability to handle multiple demands are required.
  • Strong strategic thinking skills, including the ability to consider both ArcelorMittal and customer strategic objectives and implement tactics which maximize the value created for both, are required.
  • Ability to take complex concepts and synthesize to understandable guidance and communication.
  • Demonstrate the ability to make firm decisions in most cases, only seeking guidance from higher level leaders in cases of unusually difficult decisions. Provide well developed solutions when faced with complex situations.

Work Environment:

Office environment. This position is eligible for remote work in accordance with our current Flexible Work Options Policy.

Work Schedule:

Days, Monday to Friday with extended hours as required due to periods of peak workloads.
