Job Summary
The Project/Security Manager is responsible for working to establish, define the delivery mechanisms and support a new department-wide information security program to ensure information assets across multiple Courts are effectively protected.
Responsibilities
Security Specific:
- Provide leadership to develop, advise, consult, and manage the design and implementation of information security strategies and controls to ensure consistent plans and security requirements are established to protect the confidentiality, integrity and availability of Courts assets.
- Participate in the ongoing development and implementation of security strategies, plans and security services to mitigate security risks across the Courts.
- Design a set of specific security services or capabilities to support the business and maintain information security across the Courts. For services that may be outsourced, develop requirements for procurement documentation.
- Advanced technical writing skills and experience in relation to developing IT security policies and procurement contracts and tenders.
- Superior IT project management skills and a thorough practical knowledge of project management methodology to enable scheduling and control of several projects simultaneously.
- Specific knowledge in M365-E5 security, firewall technology, security practice, LAN/WAN internet-working technology, security tools, methods, systems and protocols, networking and application protocols, router IOS’s and intrusion prevention systems is essential.
Project Management Specific:
- Develop and manage all aspects of project and program engagement from planning, external vendor relationships, communications, resources, budget, change, risks and issues in collaboration with the senior leadership team and internal stakeholders.
- Coordinate with stakeholders and schedule meetings.
- Prepare briefing notes, meeting minutes, and other documents.
- Prepare presentations for engagement with stakeholders, steering committees, project groups and other stakeholders.
- Manage tasks and action items and follow up and escalate as required.
- Provide support by bridging communication between external stakeholders, the Alberta Courts, Technology and innovation teams, etc.
- Coordinate approvals and sign-offs; Maintain engagement, meeting, and opportunity trackers; Respond to stakeholder requests.
- Complete documentation for decision making processes.
- Provide direction to cross-functional team(s) to ensure successful delivery of product(s).
- Track and monitor scope and timelines for delivery of data product(s).
- Analyze and report on progress. Communicate project status and all relevant information to stakeholders.
- Responsible for the design and implementation planning for the Courts Security Program including strategic planning, design, procurement and implementation.
- Oversee all aspects of the project. Build an effective operating environment, define project objectives, scope, and guiding principles, conduct comprehensive analysis of the projects, monitor and summarize progress of the project. Build and maintain working relationships with Courts stakeholders, project vendors, and Client departments involved in the project. Prepare reports for management regarding status of project.
- Compile project charters and business/project plans with clear objectives and expected project outcomes to support activities, including the most suitable approach to be used in the development of each deliverable and work product, to ensure business objectives and data integrity are achieved.
- Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the organization’s enterprise architecture and security posture.
- Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
- Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
- Manage multiple tasks, project resources and project governance.
- Conduct consultations with key internal Courts stakeholders and Ministry of Justice stakeholders.
- Work with project vendors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.
- Take responsibility for ongoing client satisfaction – manage peer-level client relationships and overcome hurdles to ensure win-win solutions.
- Coordinate with leadership to develop well-defined project plans that clearly state the project’s objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
- Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
- Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
- Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
- Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
- Develop, as required, related requirements documentation.
- In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
- Provide leadership and assistance to project teams that require change management and communication support.
- Engage and establish positive working relationships with subject matter representatives across the Alberta Courts and Court Technology Services to ensure that project decisions, directions and recommendations align and consider broader Court directions.
- Provide input and/or develop Chief, Minister/Deputy Minister/Assistant Deputy Minister-level briefings, as required.
- Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards.
Requirements
Must have:
- The proposed resource must meet or exceed one of the following: University graduation in business, management or related discipline, and four years of Project Management (PM) experience; OR Two-year diploma in business, management or related discipline and six years of PM experience; OR One year certificate in business, management or related discipline and seven years of PM experience; OR 8 years of PM experience.
- Experience defining project scope and goals in collaboration with business stakeholders.
- Experience developing project deliverables, including project charters, business cases, briefing notes, status reports, risk logs, and project closures.
- Experience managing custom application development projects with at least five team members.
- Experience managing multiple projects concurrently.
- Experience successfully implementing IT solutions in an environment with project resources from across multiple teams or organizations.
- Experience working as a Project Manager on a large, complex custom software application development project (where the software is developed in-house for that specific organization).
