Job description

Responsibilities include:

  1. Providing expert enterprise analysis and business process transformation capabilities to identify requirements and define solutions.
  2. Provide an enterprise-wide view of all Human Resources related Enterprise Commons (EC) initiatives, investigate solutions, apply business acumen and develop quality deliverables to support business decisions.
  3. Prepare project documentation such as business cases, request for proposal (RFP), decision requests (DR), change requests (CCR), vision/scope, project investment requests, briefing notes, business analysis plans, etc.
  4. Author, review and assist in the creation of deliverables such as business requirements, conceptual prototyped designs, process models (swim-lane), functional specifications, detailed designs, user guides, support tools, user documentation and user training in support of EC systems and processes using a variety of techniques and methods as defined in the Business Analysis Body of Knowledge (BABOK).
  5. Ability to make decisions in accordance with the relevant policies/procedures, Collective Agreements, legislation, guidelines, and standards.
  6. Develop and improve upon existing test scenarios scripts for System Integration Testing and User Acceptance Testing.
  7. Ability to conduct tests and log required defects in System Integration Testing and User Acceptance Testing and Payroll Compare Testing for all EC HR modules.
  8. Acting as the EPS liaison to City of Edmonton, Edmonton Public Library and external Consultants.
  9. Organize and facilitate meetings and/or workshop sessions with stakeholders.
  10. Assistance to identify gaps in future processes and assistance developing resolutions.
  11. Advising business areas on the application of information technology solutions, for the purposes of identifying areas that could be refined or streamlined to create efficiency.
  12. Performing other related duties as required.

All Mandatories MUST be met to qualify.

  • Project Management (Project management training and/or Project Management Institute PMP).
  • Change Management (Prosci Change Management certification or Association of Change Management Professionals CCMP).
  • Business Analysis (IIBA CBAP certification or PMI-PBA certification)
  • Demonstrated experience in project management and change management in supporting large transformational changes in a public sector environment - 10 years
  • Demonstrated experience developing and maintaining project or implementation plans - 8 years
  • Demonstrated experience performing stakeholder engagement, analysis and development of business architecture based on business, people, systems and processes - 8 years
  • Demonstrated experience performing business analysis to assess the impact of change on an organization - 5 years
  • Demonstrated knowledge and experience in supply chain and grants management to support or lead specific working groups in supply chain and grants management and analyse Ministries business scenarios to support technology design - 5 years
  • Demonstrated experience in organizational design, policy and procedure development to support delivery model changes - 5 years
  • Demonstrated experience in supporting technology adoption for large number of staff (2,000+) including describing and gathering information and technology requirements where necessary to support the implementation of changes within the organization - 5 years
  • Demonstrated experience designing and implementing stakeholder readiness plans - 5 years
  • Assist in the development of organization-level change management plans (including communications, engagement, coaching, training and advocate/sponsor plans) - 3 years
