Job description

Would you like to be part of a vibrant local government organization that is embarking on a number of exciting housing initiatives? Are you a service-oriented individual who would like to contribute your expertise, energy, and enthusiasm towards tackling the housing crisis? Delta’s Development Department is a growing and performance-driven team that has exceeded the first-year Provincial Housing Target, adopted a new housing-focused Official Community Plan, and successfully implemented a number of bold housing policy initiatives. We are looking for a professional with 5+ years experience in planning, project management, non-profit operations, or a related field to develop a non-market housing program and help lead other community planning initiatives at the City.

Reporting to the Manager, Community Planning and in collaboration with senior management, the housing advisor will exercise considerable independent judgement in leading, developing, and implementing non-market housing objectives. This role is suited to a proactive and self-motivated individual with the ability to develop strong working relationships with internal and external stakeholders and communicate effectively with the general public. This person will be the City’s primary contact for any community-based housing providers or prospective housing co-ops, as well as developers looking to build and/or operate non-market housing in Delta.

Responsibilities

  • Determining Council priorities and, if appropriate, developing an updated, clear mandate related to the delivery of non-market housing in Delta
  • Developing a non-market housing program that reflects Council priorities. This may include:
    • Creating partnerships and supporting capacity building for housing providers, developers, and/or funders
    • Working with the City’s Development Planners to assist community-based housing providers through the development process
    • Reviewing, applying for, and supporting community-based housing providers to access funding opportunities
    • Exploring the potential use of City-owned land for non-market housing
    • Exploring opportunities to encourage development of more co-operative housing
    • Engaging with other City departments, Council advisory committees, and external stakeholders regarding the housing program
    • Education and awareness building with Council, City staff, and the general public
    • Reviewing existing City policies and procedures to streamline and provide clearer standards regarding non-market housing
  • Supporting the ongoing implementation of Delta’s Housing Action Plan and other policy priorities to increase the supply, mix, and typology of non-market housing.

Qualifications

  • Master’s degree in urban planning, public policy, community development, or a related field or a combination of similar related experience and education
  • Minimum 5 years experience in a project leadership role in community planning, development planning, non-profit, or related field
  • Valid Class 5 BC Driver’s Licence is required
  • Membership or eligibility for Candidate Membership with the Planning Institute of British Columbia and the Canadian Institute of Planners, or equivalent, is considered an asset.

This role is eligible for telework. The successful candidate will be housed within the Community Planning Team but working closely with the Development Planning Team. The role is temporary full-time for approximately 2 years, with the potential for extension.

The City of Delta provides a competitive annual salary of $113,720 - $135,614 (commensurate with experience) and an excellent benefits package including Municipal Pension Plan as well as an earned-days-off system.

Interested applicants are requested to apply online at www.delta.ca/employment, to competition number #25-47 EX by February 5, 2025.
