TD FCRM Department Overview and Expectations

The TD Global Financial Crime Risk Management department is accountable for establishing TD's Global Anti-Money Laundering (AML), Anti-Terrorist Financing (ATF), Economic Sanctions and Anti-Bribery/Anti-Corruption (ABAC) (collectively, Financial Crime Risk Management) program to ensure that all TD businesses adhere to AML/ATF/Sanctions/ABAC regulatory expectations in all jurisdictions where TD operates. This includes setting consistent standards across business segments that may be further tailored to specific business or jurisdictional requirements; conducting periodic enterprise-wide AML/ATF/Sanctions/ABAC risk assessments; maintaining the Global AML Policy (including Know Your Customer and Enhanced Due Diligence, record keeping & retention requirements); currency transaction and suspicious transaction monitoring and reporting; screening TD customers against regulatory watch lists; a hierarchy of designated AML officer functions; enterprise-wide and specialized AML training of employees; and independent AML testing.

Job Profile Summary:

The Managing Lead, Financial Crimes Risk Management Business (FCRM) Initiative Delivery is a critical role within our organization, accountable for deliver of numerous assigned business initiatives within FCRM. These business initiatives include (but are not limited to) internal and external small to complex initiatives, operational efficiency improvements, process reengineering, regulatory remediation activities etc. Such initiatives are often spanning multiple functions and/or business groups. The Managing lead holds the primary relationship with executive sponsors for these initiatives and ensures that a successful business outcome is the prime measure of success.

The incumbent has breadth and depth of understanding of FCRM and is able to facilitate communication between other stakeholders efficiently and effectively. The Managing Lead directs, manages, and coordinates team members including business and technology resources, user groups, internal and external consultants and contractors, as well as vendors and external organizations.

KEY ACCOUNTABILITIES

CUSTOMER

  • Oversee the Business Initiatives delivery group of enterprise FCRM Program providing governance, oversight and control related advisory services
  • Provide strategic direction on a broad and diverse range of complex FCRM program activities
  • Work with executive team, senior business management/ partners to develop proactive strategies, tactics, policies and programs to effectively manage regulatory/ compliance issues
  • Take corrective action and recommend or implement changes to procedures, as required
  • Lead role in directing small to complex business initiatives often involving multiple internal and external constituents and matrix partners
  • Ensures initiatives are staffed with the right mix of people who exhibit the required perspectives, skills and behaviours
  • Oversee research, development and implementation of new processes, technologies or operating models
  • Provide guidance, leadership, coaching and development to members of the Business initiative delivery team to ensure operational results and professional/personal development objectives are achieved
  • Forecast programs / initiatives and demand, and coordinate prioritization of the business initiatives portfolio with key stakeholders
  • Accountable party for defining, planning, orchestrating, and delivering assigned strategic initiatives, including all business, operational and IT deliverables (as applicable)
  • Provide functional / business level communications to ensure messages to stakeholders and/or employees are consistent, appropriate and aligned to business strategies and executive management direction

SHAREHOLDER

  • Ensure team adheres to enterprise frameworks and methodologies as it relates to initiatives delivery
  • Lead relationships with corporate and/or control functions to ensure alignment with enterprise and/or regulatory requirements
  • Support team in staying knowledgeable on emerging issues, trends, and evolving regulatory requirements and assess potential impacts to the Bank
  • Assess / identify key issues and escalate to appropriate levels and relevant stakeholders and business management where required
  • Maintain a culture of risk management and control, supported by effective processes and sound infrastructure an in alignment with risk appetite
  • Identify, mitigate and report on risk issues per enterprise policy / guidelines and ensure appropriate escalation processes are followed
  • Work closely with key business leaders to optimize TDBG’s resources and leverage TD’s operating model to maximize efficiency, effectiveness and scale
  • Lead or contribute to cross-functional / enterprise initiatives as an organizational or subject matter expert helping to identify risk / provide guidance for complex situations
  • May lead relevant governance meetings or committees and related deliverables / outcomes representing the business on governance and control issues
  • Oversee or lead the facilitation and/or implementation of action/remediation plans to address performance/risk/governance issues
  • Provides leadership, motivation, coaching, mentoring and professional development for teams in order to obtain a high level of co-operation and contribution from all members
  • Provides change leadership mindset to ensure the vision and objectives of the initiative are driven properly, and ensures change management (the mechanisms of change) are in place to deliver the anticipated benefits
  • Monitors and controls the list of initiatives assigned. Proposes recommendations and adjustments to the Accountable Executive and publishes periodic status reports
  • Provides Accountable Executive with continued insight in the viability of the business case (e.g. costs, benefits, KPIs) as the initiative execution progresses
  • Negotiates contracts with external vendors (in consultation with Strategic Sourcing) to ensure receipt of specific resources and materials, as well as best value for the Enterprise. Ensures day-to-day vendor relationship management occurs (including monitoring performance, reviewing and approving vendor invoices)
  • Coordinate and support team and business (FCRM) partner FCRM related activities, as necessary

  • Provide thought leadership and/ or industry knowledge for own area of expertise in own area and participate in knowledge transfer within the team and business unit
  • Grow team expertise to align with FCRM/enterprise demand and direction; assess team skills and capabilities and continually look for ways to provide and enhance the value delivered
  • Lead and develop a high performing team of professional FCRM resources through talent acquisition, coaching/development and recognition; provide on-going feedback and performance reviews, coach and develop employees and ensure performance management activities are undertaken and completed for all employees
  • Create and foster a cohesive team and promote a positive work environment. Lead and follow up on action plans to improve employee experience
  • Lead the process of setting performance objectives for the team; track, monitor and effectively address and/or reward performance in a timely manner
  • Manage employees in compliance with all human resources policies, procedures and guidelines of conduct
  • Share knowledge, information, skills, and subject matter expertise among the team and ensure the timely communication of issues and encourage good working relationships with other functions and teams
  • Support an environment where the team freely escalates business challenges; facilitate change through positive reinforcement of milestones and successes

  • Oversee and lead a diverse team for an area of significant risk, complexity or scope
  • Trusted advisor to senior executives in a line of business

  • Facilitate key strategic discussions and provide thought leadership to executive audience (output may include strategic roadmap and/or deliverables/ frameworks/ short to long term goals etc.)
  • Focus on longer-range planning for functional area (e.g. 12 months or greater)
  • Provides extensive FCRM knowledge and experience helping the accountable executive to deliver business initiatives while delivering on time and scope
  • Generally, reports to FCRM Priority, Delivery and Enablement Executive

EXPERIENCE & EDUCATION

  • Undergraduate degree
  • Possesses advanced knowledge and 10+ years of experience in delivery, including managing large-scale regulatory initiatives with high risk of delivery
  • Industry-specific knowledge and experience required
  • 3+ years of Financial Crimes Risk Management/Fraud/AML/Enterprise Operational Risk required
  • Holding a valid project management certificate required
  • CAMS certification is an asset
  • Excellent relationship management and consulting skills which results in proven ability to quickly earn the trust of sponsors and key stakeholders, mobilize and motivate teams; set direction and approach, resolve conflict, deliver tough messages with grace, execute with limited information and ambiguity
