Procurement, as a branch of Service Nova Scotia, manages strategic and high value purchases for all Government Departments and the Nova Scotia Health Authority while providing procurement support to agencies, boards, commissions and the broader Nova Scotia public sector. NS Procurement works to ensure an open and fair purchasing process, maximizing competition to obtain ‘best value’ while supporting the environmental, economic and social goals of Government.
The Business Operations Analyst (BOA) team within Procurement is responsible for supporting both internal and external users with business system operations. The team plays a key role in shaping the division's strategic roadmap, driving the automation and continuous improvement of the procurement cycle. In addition to offering analytical and problem-solving support to program and operational units, the BOA team works closely with a wide range of stakeholders to define and deliver divisional requirements. Your contributions as a Business Operations Analyst will directly impact Procurement’s objectives, such as efficiency, technology, client service, and benefits realization.
This position reports to the Program Manager of eProcurement.
As a Business Operations Analyst, your main responsibilities include:
To qualify for this role, you should have:
A bachelor’s degree in a relevant field (such as Computer Science, Business Administration, eCommerce, etc.), and at least 5 years of related experience in technical system support, software development, system user support, or system implementation. Alternatively, a combination of education and experience may be considered.
Additionally, you should have experience in the following:
A Master’s degree in a relevant field, formal project management training, and experience leading technology projects are assets.
Experience designing and building web applications, implementing cloud-based software, working with SAP procurement tools (especially SAP Ariba and Discovery), Python, JSON file handling, GitLab, API scripting, SQL, and database management.
Knowledge of public procurement practices.
Strong analytical, problem-solving, organizational, and communication skills.
Ability to work independently with sound judgment while also collaborating effectively with team members.
Proficient in building relationships with clients and stakeholders to understand business needs and ensure timely delivery of relevant changes.
