SCOPE:
Reporting to Manager, Institutional Planning and Analysis, the incumbents are responsible for accessing data from a variety of sources, documenting and creating data sets that permit strategic questioning and analyzing the resulting data sets according to accepted norms of analysis. They analyze complex datasets as well as develop predictive models to support institutional goals.

PRIMARY RESPONSIBILITIES:
  • Responsible for the solution of complex problems involving the collection, analysis and interpretation of data. Conduct advanced statistical analysis to support academic and administrative decision making.
  • Develops, documents and manipulates data sets to permit strategic questioning from a variety of University data sources (e.g., Student Information Systems, Unity (Human Resources & Finance), Faculty Resources Information System Data Warehouse) as well as external sources (e.g., GDEU, BCI, Statistics Canada, CAUBO, Universities Canada), in support of planning and decision making.
  • Prepares analyses of data sets using accepted norms of statistical analysis.
  • Develops an in-depth knowledge of the university’s information systems, particularly the Data Warehouse and the Business Intelligence solutions, with an understanding of contents and inter-relationships.
  • Data Quality – Ensures OIPA’s queries and outputs are reliable, reproducible, accurate and clear; vets final production of reports and documentation within OIPA and works collaboratively with colleagues in other units.
  • Develops and implements strategies to assure optimum use and understanding of data sets by OIPA staff and colleagues in other units.
  • Acts as a principal liaison with personnel at the Ministère de l’Enseignement supérieur, Statistics Canada, and the Bureau de coopération interuniversitaire (BCI) for specific dossiers (e.g., GDEU, space norms, reporting for FRQSC and FRQNT, données préliminaires).
  • Proposes, reviews and streamlines processes and procedures within the Office and works with colleagues in other units.
  • Develops collaborative networks both within and outside the University in the development of statistical, analytical tools and methodologies in support of planning and decision making.
  • Undertakes and coordinates special projects/initiatives as assigned.
QUALIFICATIONS:
  • Bachelor’s degree in one of the following fields: mathematics, statistics, social sciences, economics, and demography or related to primary responsibilities, and two to four years’ experience in institutional research and statistical analysis.
  • Proven experience preferably in Higher Education.
  • Intermediate knowledge of university planning and planning processes.
  • Polished conceptual and analytical skills.
  • Good English written and spoken (level 4), Good French written and spoken (level 4) for liaison with personnel at the Ministère de l’Enseignement Supérieur and the BCI.
  • Advanced knowledge of statistical analysis and database design using Excel, PowerBI, Database tools (Oracle, Access, SQL), MS Office suite of business software.
  • Proficiency in statistical software and data visualization tools, such as Microsoft Azure BI Services, Student Information System, Oracle databases, SPSS, M, +Dax and R or Python programming, Power BI or equivalent.
  • Proven expertise developing and presenting business intelligence tools and dashboards.
  • Background in management information systems is considered an asset.
  • Experience with Concordia’s Data Warehouse and associated Student, Human Resources, and Financial information systems are considered assets.
  • Excellent analytical skills and data presentation skills.
  • Keen attention to detail and accuracy, an organized and systematic approach to work.
  • Ability to manage multiple projects simultaneously and meet deadlines.
  • Curiosity and ability to learn quickly.
  • Talent for communicating to animate, simplify and convey the narrative behind specific data points and information.
