Position Summary: Under the general direction of the Chief Administrative Officer the Manager of Public Works is responsible for the administration and supervision of the operation of the Public Works Department. This includes leadership and management in the areas of all public works services and projects including gravel road construction and maintenance activities, drainage related services and projects, parks and boulevard maintenance, and snow clearing and ice control activities. In addition, the incumbent acts in a leadership capacity to ensure that the Lead Hands, staff, and contractors perform work in accordance with budget and program requirements, and that all work is conducted in accordance with the provincially issued licenses, municipal by-laws, policies and codes.

As the Manager of Public Works, you will:

  1. Provide ongoing management and direction to staff in the Public Works Department in carrying out the daily delivery of required Municipal services, and the delivery of Municipal projects in accordance with approved policies, budget allocations, safety requirements, and goals including emergency contingency response, gravel road maintenance, dust abatement program, drainage projects, regulatory traffic signage, roadside mowing, snow clearing and ice control, Local Urban District (LUD) works as required.
  2. Plan activities and design and oversee the implementation of Public Works program delivery improvements.
  3. Be responsible for full-time supervision and performance management of staff.
  4. Produce required regulatory reports and ensure compliance with regulatory requirements, laws, codes and enforcement actions.
  5. Ensure the timely preparation and participation in the administration of the Public Works operating budget.
  6. Foster positive community relations and customer service and maintain communications records.
  7. Prepare reports, statistical data, operating procedures, and correspondence to provide information to management, council, and the public.
  8. Perform other duties consistent with the position as required.

Your education and qualifications include:

  1. Diploma in Technology from a recognized Institute of Technology, preferred.
  2. Courses in management, accounting, supervision, and leadership are preferred, or an equivalent combination of education and experience.
  3. Membership in the Certified Technicians and Technologists Association of Manitoba (CTTAM) at the Technologist or Technician level, if applicable.
  4. Additional post-secondary education directly related to public works operations is preferred.
  5. Six years of prior related work experience in public works operations.
  6. Demonstrated experience in the management of gravel road construction and maintenance activities, drainage related services and projects, parks and boulevard maintenance, and snow clearing and ice control activities.
  7. Knowledge and experience in program planning of day-to-day public works operations.
  8. Ability to work effectively with all levels of management and employees of the RM of Taché, the public, Councillors, and other levels of government.
  9. Knowledge and experience in budgeting.
  10. Ability to negotiate agreements with contractors, government agencies, and the public.
  11. Ability to plan and supervise the work of others.
  12. Ability to provide direction to multiple work groups.
  13. Ability to compile documentation and prepare accurate written reports.
  14. Excellent communications and interpersonal skills, including written and group presentation skills.
  15. Ability to use a personal computer and associated software applications including GIS Mapping software.
  16. Must possess strong organizational and planning skills to plan, organize, prioritize and coordinate work and resources with a high degree of independence.
  17. Working knowledge of the Workplace Safety and Health Act.
  18. Ability to respond to emergencies after normal working hours.

Conditions of employment:

  1. The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
  2. A Police Information Check satisfactory to the employer may be required from the successful candidate, at their expense.
  3. Must possess and maintain a valid Class 5 Manitoba Driver’s License. The successful applicant will be required to provide a driver’s notice in force document upon request.
  4. Applicants may be required to undergo testing to determine their knowledge, abilities and skills as they relate to the qualifications of the position.
  5. The successful applicant may be required to provide a vehicle for transportation while on Municipal business, subject to the terms and conditions of the RM’s Transportation Policy.
