Public Works Infrastructure Maintenance Labourer

Department: Public Works
Reports To: Public Works Infrastructure Maintenance Site Supervisor
Location: Strathlorne, NS
Position: Full-Time

POSITION SUMMARY:
Under the direction of the Public Works Infrastructure Maintenance Site Supervisor, the Public Works Infrastructure Maintenance Labourer is responsible for the maintenance and repair of Municipal infrastructure. This role requires physical effort and agility to perform a variety of manual tasks. The Public Works Infrastructure Maintenance Labourer will frequently travel to and from sites throughout the Municipality, work in a variety of weather conditions and respond to emergency situations outside of regular working hours. JOB DUTIES:

  1. Provide support with the maintenance and repair of the Municipal water/wastewater distribution systems, manholes, valves, sidewalks, standpipes, etc.
  2. Participate in and complete daily pre-work job assessments & toolbox talks.
  3. Assist and support the preparation and completion of all traffic control, job specific safety reviews, utility locates and other preparatory requirements are in place prior to commencing an assigned maintenance/repair project.
  4. Perform signalman duties for truck drivers and equipment operators.
  5. Shovel aggregate, dig and backfill when necessary.
  6. Ensure the completion of Sidewalk snow removal, including shoveling, plowing and salting.
  7. Organize and maintain the service bay area, as directed by the Public Works Site Supervisor.
  8. Foster effective teamwork and high standards of work quality, organizational performance and continuous learning.
  9. Maintain courteous and positive public relations with residents of the community, representatives of organizations and visitors by delivering quality service.
  10. Assist in the maintenance and repair of the Municipal sewage collection system.
  11. Assist in tasks related to the scheduled maintenance and repair of Municipal infrastructure (ie valve maintenance).
  12. Assist with emergency repairs, as required, to Municipal infrastructure.
  13. Assist with the completion of sewer & water hook-ups, as required.
  14. Assist in ensuring asphalt cuts, asphalt and sidewalk repairs are completed, as required.
  15. Assist with Water Shutoff repairs, as needed.
  16. Maintain the inventory of all equipment/tools that are on site while loading and unloading of trucks and trailers.
  17. Perform emergency maintenance of any Municipal road system, including sidewalks by operating municipal equipment as required, including evenings and weekends, upon receiving a call from the Public Works Site Supervisor.
  18. Operate heavy equipment, as directed by the Public Works Site Supervisor.
  19. Assist the Buildings and Grounds team, when directed.
  20. Adhere to federal & provincial legislation and regulations.
  21. Adhere to safety regulations at all times.
  22. Conduct and attend safety, operational and training meetings as required.
  23. Report all near-misses and incidents to the Public Works Infrastructure Maintenance Site Supervisor, Manager of Infrastructure and Director of Public Works immediately.
  24. Adhere to Municipal policies and procedures.
  25. Other related duties as assigned.

SAFETY:

  1. Adhere to all policies and procedures set forth by the Municipality of the County of Inverness.
  2. Report to the Public Works Infrastructure Manager Site Supervisor, Manager of Infrastructure and/or Director of Public Works, all work situations which are suspected of being unhealthy or unsafe.
  3. Report to the Public Works Infrastructure Manager Site Supervisor, Manager of Infrastructure and/or Director of Public Works, any employee whose on-the-job performance or actions contravenes established safety procedures or work practices.
  4. Report to the Public Works Infrastructure Manager Site Supervisor, Manager of Infrastructure and/or Director of Public Works, all Occupational Health & Safety related injuries or property damage regardless of severity.
  5. Submit reports on accidents and other hazardous conditions discovered and promptly attend to all hazardous situations.

KNOWLEDGE, SKILLS & QUALIFICATIONS:

  1. High school diploma or equivalent General Education Diploma (GED) or Completion of post-secondary education.
  2. Valid driver’s license.
  3. WHMIS, Transportation of Dangerous Goods (TDG) and First Aid Training.
  4. Post-Secondary training in a related trade would be considered an asset.
  5. Working from Heights and Lock Out Tag Out (LOTO) training considered an asset.
  6. Experience in municipal sewer & water repair/installation.
  7. Experience in road related construction, road operations and utilities with demonstratable proficiency in the operation of equipment.
  8. Experience and proficiency utilizing paving equipment.
  9. Working knowledge of requirements of the NS Motor Vehicle Act and the National Safety Code including, but not limited to, daily trip inspections, reporting of defects and abnormalities, drivers log book and road side inspections.
  10. Ability to obtain Class 5 Driver’s license with Endorsement 15.
  11. Ability to obtain Confined Space Entry and recovery.
  12. Ability to obtain Traffic Control Person and Signer.
  13. Ability to work cooperatively and effectively in a team environment, as well as, independently.
  14. Ability to understand and execute oral and written instruction and maintain records as assigned.
