Job description

Harvest has an opening for a Team Lead, Facilities Engineering, reporting to the Vice President, Operations. This is a full-time position located out of the Calgary corporate office.

Key Responsibilities:

  1. Develop department goals that support corporate goals.
  2. Provide leadership and mentoring for Team and develop leadership within the Team.
  3. Act as a Responsible Member for APEGA for HOC using Permit to Practice Stamp as required.
  4. Provide Stewardship for cost tracking and accurate and timely reporting (forecasting and accruals).
  5. Provide input to team on feasibility of individual projects and project scope.
  6. Provide technical and project management mentorship for engineers/techs in Team.
  7. Mentor and provide training, including annual refresher training, as required for Team in respect to Team owned procedures and processes.
  8. In partnership with Chief Inspector (CI), train, document, and assign role of Owner’s Inspector for AB83 sign offs (as part of ABSA regulations and Harvest PEIM programs).
  9. Delegate and coordinate projects and tasks efficiently to Team members.
  10. Act as Engineering Administrator for OGC Kermit system.
  11. Act as Engineering Representative of the Pressure Equipment Integrity Management (PEIM) and Pipeline Integrity Management (PLIM) programs. Said duties include acting as engineering representative at audits, providing technical review and management support of engineering component of the above-mentioned programs and associated process and procedures.
  12. Provide visible leadership of Harvest’s safety values and policies with staff, vendors and suppliers.
  13. Manage pipeline application/status tracker for Harvest Pipeline reactivations, abandonments, discontinuations, and substance changes.
  14. Coordinate, summarize and manage facility/pipeline abandonment program for company.
  15. Manage facility/pipeline ARO quarterly and annual updates to keep ARO current with Facility and Pipeline status changes.
  16. Meet regularly with facility group to manage and prioritize workload and training.
  17. Perform annual job evaluations of Team members.
  18. Perform role of MOC Coordinator for Harvest MOC Process. Role includes ensuring all necessary parties are involved in process as per MOC procedures and the final approver of the MOC.
  19. Prepare written engineering assessments as well as review and sign off on Team members’ engineering assessments to support the PLIM program, the PEIM program, APEGA/EGBC guidelines, and as part of the incident investigation reports for the OGC, AER and ABSA regulatory bodies.
  20. Coordinate internal and external resources as required to prepare all regulatory applications, audit material, and secure permits including ABSA, AER, OGC, and municipal development permits as required.
  21. Work with Production Engineer, Operations group, and other stakeholders to develop project scope document(s) for proposed projects including DBMs, MOCs, Operating Manuals and Procedures, etc.
  22. Identify any potential facilities related projects for optimization, loss prevention, or regulatory compliance and bring those projects forward to appropriate budget owner or designate for review and project approval prior to implementing said projects.
  23. Generate cost estimates and get appropriate approvals for facility and pipeline projects at the direction of Senior Management and Operations Representatives.
  24. Manage projects from conception to commissioning.
  25. Manage all aspects of the electrical, civil, mechanical, and process design via contract in-house or contract engineers.
  26. Manage construction using field Facility Construction Worksite Supervisors.
  27. Travel to job sites as required to participate in project scoping, pre-job meetings, pre-startup checks, during construction or “in operation” troubleshooting.
  28. Build collaborative and respectful cross-departmental relationships.
  29. Work closely with Procurement Management to ensure strategic selection of vendors and suppliers.
  30. Collaborate with the Surface Land group to coordinate the required notifications and land acquisitions related to each project.
  31. Act as Joint Venture contact to provide capacity review studies for 13-month adjustments and 3rd party fee calculations.

Qualifications:

  1. B. Sc. in Engineering with at least 15-20 years of experience in Western Canadian Oil and Gas experience and a registered professional member in good standing with APEGA.
  2. Proven project management and technical skills associated with the planning, design and construction of Oil and Gas facilities.
  3. Experience managing and working within multi-disciplinary teams, leading solutions to complex and high-risk challenges.
  4. Strong interpersonal and supervisory skills.
  5. Sound business aptitude and acumen.
  6. Effective analytical and organizational skills (time, people, and documents).
  7. Effective communication skills (written and oral).
  8. Strong work ethic with the desire to excel in a flexible, fast-paced environment.
  9. Working knowledge of regulatory standards and industries best practices (i.e. B.C., OGC regulations, AER regulations, ABSA regulations, applicable ASME and CSA codes and standards).
