The City of Surrey has launched a three-year Action Plan to address the delivery of housing and support affordable housing projects that aims to increase new housing by 27.8% in our city. This action plan is supported by the $95 million Housing Accelerator Fund (HAF) that was awarded to the City by the Canada Mortgage and Housing Corporation (CMHC). The Housing Accelerator Fund (HAF) will help improve the development approval process through an action plan designed to:

  1. Facilitate the delivery of housing in the short and long term;
  2. Enhance the certainty in the permit approval process;
  3. Increase access to affordable housing;
  4. Continue to support the development of complete communities that are sustainable and inclusive;
  5. Further position Surrey as a destination for investment.

Scope:

Reporting to the City of Surrey Manager, Business Applications & Digital Services, the Quality Assurance Analyst 3 is responsible for leading and carrying out quality assurance services and procedures to ensure all products and services meet organizational standards and end-user requirements and are aligned with the City’s quality objectives, enterprise architecture and City goals. Working as part of an Agile/Scrum team, you will join our Digital Permitting Initiative which aims to significantly improve the Land Development permitting process. This initiative includes providing end-to-end online permitting capabilities for building, planning, and engineering permits, researching and implementing AI-powered digital compliance capabilities, and launching an AI-powered development inquiry tool to support applicants better.

Responsibilities:

  1. Provide QA leadership and advice on strategy, planning, analysis, testing and verification for varying project sizes and complexities.
  2. Prepare test strategies, plans, create and modify test cases, produce test data, record test results, and participate in testing and defect triaging.
  3. Lead and perform testing of software to ensure proper operation and freedom from defects by preparing test strategies, test plans, and test cases.
  4. Analyze, test, verify and validate custom and off-the-shelf software applications for both new and enhanced business and technical IT systems.
  5. Implement and manage Test Automation processes to enhance testing efficiency and coverage.
  6. Assign and oversee the work of testing resources - typically Functional Analysts, Subject Matter Experts (SMEs), IT staff and vendor resources.
  7. Work collaboratively within Agile/Scrum project teams to ensure the successful delivery of technology solutions.
  8. Provide clear and timely updates on QA progress to Project Managers, promptly escalating any blockers or issues.
  9. Foster effective communication and collaboration with representatives at all organizational levels, ensuring a cohesive approach to QA.
  10. Recommend and implement cutting-edge QA technology platforms and tools, managing their operation and administration to optimize QA processes.

Qualifications:

Degree in a related field from a recognized institution and four years of related experience in a Quality Assurance Analyst role. An equivalent combination of acceptable education and experience may be considered.

Assets include:

  1. Certified Software Quality Analyst (CSQA) or Certified Software Tester (CTSE), or other recognized Quality Assurance certification.
  2. Experience performing quality assurance at a senior level.
  3. Proven knowledge and experience with quality methodologies, frameworks, and software testing lifecycles.
  4. Experience with JIRA and other test management suites.
  5. Experience with Enterprise Application testing and API testing.
  6. Experience in implementing and managing Test Automation processes and tools to improve testing efficiency and accuracy.
