Worley Canada Construction is seeking a Senior Buyer to work in our growing Procurement group in our Edmonton, AB Head Office location. Candidates must live in the Edmonton area.

The role is responsible for ensuring that goods and services are purchased efficiently and cost-effectively. Ability to support the development of any required bid proposals related to Procurement activities: make sure all area projects are compliant with Corporate Procurement Policies, project execution directives, and systems implementation. This position may require the successful candidate to travel to site when required.

Responsibilities:

  • Recommend procurement plans and strategies for strategic acquisitions of engineered packages and determine procedures within the limits of delegated authority and in accordance with company policies and procedures.
  • Act as a resource to internal stakeholders, providing advice and guidance on purchasing policies, procedures, and processes.
  • Source and recommend suppliers in Canada and worldwide who can provide technical solutions and equipment required.
  • Issue and expedite all purchases to meet established service level requirements.
  • Purchase goods, services, and rentals in the most efficient and cost-effective manner.
  • Develop and maintain collaborative working relationships with suppliers and internal customers.
  • Attend meetings, provide Procurement updates and reports as well as liaise with the client.
  • Ensure procurement activities adhere to relevant policies and procedures.
  • Maintain procurement schedule updates, including preparation of project-specific procedures to identify potential risks and customer needs.
  • Participate in writing and reviewing all major proposals affecting procurement. Provide procurement consultation to customer and Company management as needed.
  • Broad knowledge of business operations and ability to implement and lead organizational change effectively; Solutions are derived from interpreted and applied general information and consultation with other corporate individuals.
  • The ability to effectively communicate and present complex program proposals and reports to executive-level management.
  • Liaise and maintain strong working relationships with engineering, planning, project controls, construction, and quality management to ensure procurement is aligned with project requirements. Monitor and make changes as work progresses and report to the Project Procurement Manager on progress and updates where required.
  • Establish and maintain close relations and communication with the customer to ensure procurement is being executed as the contract requires and customer expects, while protecting the company's interests. Maintain and manage the procurement reporting to and from the customer.
  • Work with various project teams to develop scopes of work, specifications, safety and loss control, quality standards, and other relevant issues.
  • Negotiate terms and conditions.
  • Work with key external stakeholders, client representatives and, when called upon, act as a Worley Canada Construction representative in client meetings.
  • Responsible for the full cycle RFI’s, RFP’s, RFQ’s process, from facilitation, development, clarification, and evaluation of competitive proposal requests to commercial bid evaluation, recommendation of award, invoice validation, and closeout.
  • Adhere to all corporate policies and ethics codes, i.e., Corporate Code of Conduct, Executive Directive, Procurement and Contracts, etc.
  • Undertake specifically assigned projects relating to the procurement function and provide summaries, reports, business cases, and recommendations on projects along with other activities as required.

Qualifications:

  • Knowledgeable in Supply Chain Management processes utilized in manufacturing, oil & gas, and/or construction environments.
  • Minimum 5+ years of supply chain/procurement experience in a manufacturing, oil & gas, or construction environment.
  • Purchasing experience within EPC/EPF projects is required.
  • Preference will be given to candidates with SCMP accreditation, Business Administration Diploma, applicable degree, and/or specific education in the areas of Accounting, Business Planning and Operations, Business/Contract Law, Commerce, and Management Theories.
  • Experience within EPC or managing EPC environment.
  • Competency in SCM systems and tools.
  • Thorough understanding of Contract and Purchasing Terms and Conditions and Compensation models.
